RECOMMENDED ACTION:
Adopt Resolution No. m/- 92 approving Ratification and Extension of Agreement for
professional services for preparation of environmental studies for Ranch0 Santa Fe Road Bridge
Replacement, Project No. 3190.
ITEM EXPLANATION:
Dudek & Associates has been under contract for work on the environmental documents for the
Ranch0 Santa Fe Road Bridge Replacement and Realignment and Widening project. The original
contract was for a period of four years. Due to the complexity of the project and the Federal
environmental requirements, the process has taken longer than expected. Staff desires to have
Dudek & Associates complete the environmental work due to their knowledge of the project and
their expertise in the field. Approval of this ratification and extension will enable Dudek & Associates
to continue working to complete the work already in progress.
FISCAL IMPACT:
There are sufficient funds available in Dudek & Associates existing purchase order for completion of
the environmental work. No new authorization of funds is requested.
ENVIRONMENTAL:
The City Council, at their meeting on June 2, 1992 passed Resolution No. 92-152 certifying EIR
No. 91-1. The City Council, at their meeting on April 25, 2000 passed Resolution No. 2000-128
approving Addendum No. 2 to the final EIR for Ranch0 Santa Fe Road. This EIR covers the
realignment and widening of Ranch0 Santa Fe Road from La Costa Avenue to Melrose Drive.

RESOLUTION NO. 2001-92
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE RATIFICATION AND
EXTENSION OF AGREEMENT FOR PROFESSIONAL SERVICES
FOR PREPARATION OF ENVIRONMENTAL STUDIES FOR RANCH0 SANTA FE ROAD BRIDGE REPLACEMENT: PROJECT NO. 3190.
WHEREAS, the City Council of the City of Carlsbad, California consider it necessary and
in the public interest to approve and accept the Ratification and Extension of Agreement for
professional services for preparation of environmental studies for Ranch0 Santa Fe Road Bridge
Replacement; Project No. 3190; and
WHEREAS, the contractor, Dudek & Associates, has been working diligently on the
project for the past four years, and
WHEREAS, the contractor, Dudek & Associates, possesses the necessary skills and
qualification to provide the services; and
WHEREAS, a ratification and extension of agreement has been prepared and submitted
hereto.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the Ratification and Extension of Agreement for Professional Services for
Preparation of Environmental Studies for Ranch0 Santa Fe Road Bridge Replacement;
Project No. 3190 is hereby approved and the Mayor is authorized and directed to execute said
Ratification and Extension of Agreement.

1 3. The City Clerk is authorized and directed to forward copies of the signed
2 Ratification and Extension of Agreement to Dudek & Associates as well as the Engineering
3 department for processing.

RATIFICATION OF EXTENSION OF AGREEMENT FOR
PROFESSIONAL SERVICES FOR PREPARATION OF ENVIRONMENTAL
STUDIES FOR RANCH0 SANTA FE ROAD BRIDGE REPLACEMENT
The Agreement dated February 28, 1997 for preparation of environmental studies
relating to the replacement of the Ranch0 Santa Fe Bridge over San Marcos Creek between the
City of Carlsbad, a municipal corporation and Dudek & Associates, a California corporation
(the “Agreement”) is hereby retroactively extended for a period of ten (10) months ending on
December 31,200l.
RECITALS
WHEREAS, the Agreement expired on February 28, 2001 and the Contractor
continued to work on needed services without benefit of an agreement; and
WHEREAS, the City and Contractor desire to ratify the extension of the term of
the Agreement, and any amendments thereto, for a period of ten (10) months ending on
December 31,200l;
NOW, THEREFORE, in consideration of these recitals and the mutual covenants
contained herein, City and Contractor hereby agree as follows:
1. The retroactive extension of the Agreement is ratified.
2. All other provisions of the Agreement, and any amendments thereto, shall
remain in full force and effect.

3. All insurance policies to be maintained by Contractor pursuant to the Agreement
and any amendments thereto, shall be extended to include coverage for this extension period.
