Request Council Approve Staff’s Attendance to the
ICMA Best Practices/Performance Measurement
Conference

RECOMMENDED ACTION:
That the City Council approves staffs request to attend the ICMA Best Practices/Performance
Measurement conference in Providence, Rhode Island.
(Adopt Resolution No. 2001-100)
ITEM EXPLANATION:
As you are aware, for the past 18 months the City has been working to develop a high-level
performance measurement program to help evaluate and assess the ongoing efficiency of our
organization. This effort is being conducted in order to develop and maintain a high performing
organization, which allows staff to better meet the Council’s goal of “Providing Effective and
Efficient Delivery of Top-quality Services to our Community.” To aid us in this endeavor, we have
continued to work with the International City Management Association (ICMA) to broaden our
knowledge and resources on this matter, as well as allow us to develop a more relevant database for
comparison.
Starting on April 25,200l (Thursday), the ICMA will be holding their annual Best
Practices/Performance Measurement conference. This conference will be held in Providence, Rhode
Island and will last until May 1,200O (Monday).
The City sent part of the Performance Measurement team to the conference in 2000, and we found it
to be very helpful in developing and constructing our performance measurement program. The
conference will offer in-depth case studies, interactive presentations, facilitated small group
discussions, and extensive opportunities for information sharing. In addition, the conference will
focus on the evaluation of the ways in which performance measures are currently being used in
various jurisdictions, panel discussions on this topic, presentations on integrating performance
measures with other city programs such as goal setting and budgeting, and brainstorming exercises
regarding new and creative uses of performance information.
Currently, there are 3 approved attendees in this year’s budget. However, based upon last year’s
experience, we would like to send 2 additional members. This is due to the nature of the conference
and the extensive use of break out sessions and working groups.
FISCAL IMPACT:
The projected cost for 2 additional attendees is $3000. This includes conference registration, airfare,
ground transportation, hotel, and food. Travel costs have been included in the current City budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING OUT OF STATE
TRAVEL FOR Five PEOPLE TO ATTEND THE ICMA BEST
PRACTICES/PERFORMANCE MEASUREMENT CONFERENCE IN
PROVIDENCE, RHODE ISLAND.
WHEREAS, a City Council goal is to increase the level of customer service to City
residents and staff via performance measurements; and
WHEREAS, the ICMA Practices/Performance Measurement Conference in Rhode
Island would benefit City Services; and
WHEREAS, the City Council concurs with staffs request to authorize out of state travel
for members of the team to attend the ICMA Best Practices/Performance Measurement Conference in
Rhode Island from April 25,200l until May 1,200l.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad,
as follows:

1. That the above recitations are correct.
2. That out of state travel is hereby authorized, in accordance with City policy, for
five attendees to attend this conference.
3. That funds are available through the City Managers, and the other attendees
major service area’s budget to cover the associated travel costs for these site
visits.
