MTG. q-3i)I REQUEST FOR OUT OF STATE TRAVEL TO CONDUCT SITE VISITS FOR THE w CITY ATTY. - REQUEST FOR ACTION SYSTEM DEPT. CM CITY MGR-@ RECOMMENDED ACTION: Adopt Resolution No. dm 1 - /o 2 , approving out of state travel for the Secretary to the City Manager, and Senior Management Analyst’s from Information Technology, Planning and Public Works to conduct site visits to installations in Washington, D.C. and Fairfax County, VA for the Request for Action system under consideration for acquisition. ITEM EXPLANATION: City Council Strategic Goal A is to “Ensure the effective and efficient delivery of top-quality services to our community.” In pursuit of the goal to “increase the level of customer service to City residents and staff via effective and efficient processing of Request for Action (RFAs),” the members of the goal team have looked at a number of systems to determine capabilities of various systems on the market and how they fit with the perceived needs of the City. A Request for Proposal was developed and sent to eight potential vendors. Six responded, of which three were selected to provide demonstrations. The system deemed by the selection committee to best fit the needs of the City of Carlsbad, has only eastern United States installations. References have been checked by telephone, and the only remaining task before developing a final recommendation is to conduct site visits in order to see the system in action. In accordance with Council Policy, staff requests approval for out of state travel for the four members of the selection team, in order to assess working systems in the field. FISCAL IMPACT: Airfare, hotels and meals for four persons, leaving San Diego on Monday, April 23rd and returning to San Diego on Wednesday, April 25’h are anticipated to be approximately $3,500. Funds for these expenses are available from the budgets of the City Manager, Planning and Public Works. EXHIBITS: 1. AND FAIRFAX VA. WHEREAS, a City Council goal to increase the level of customer service to City residents and staff via effective and efficient processing of Requests for Action has resulted in a search for an automated system capable of meeting the various needs of the City departments; and WHEREAS, several systems have been evaluated, with one system appearing to be superior to the others; and WHEREAS, the City Council concurs with staffs request to authorize out of state travel for members of the selection team to visit selected sites in Washington D. C., and Fairfax County, VA in order to assess whether the proposed vendor’s system meets the needs of the City of Carlsbad. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad, as follows: 1. That the above recitations are correct. 2. That out of state travel is hereby authorized, in accordance with City policy, for the Secretary to the City Manager and Senior Management Analysts from Information Technology, Public Works, and Planning to visit selected sites in Washington, D. C., and Fairfax County, VA 3.
