RECOMMENDED ACTION:
Adopt Resolution No. 200 /- /dqauthorizing staff to pursue Transportation Development Act (TDA) funding from SANDAG for construction of bicycle and pedestrian facilities in two locations in Carlsbad.
ITEM EXPLANATION:
Each year, SANDAG administers distribution of approximately $2500,000 for non-motorized facilities throughout San Diego County for bicycle and pedestrian projects under special provisions of the Transportation Development Act (TDA). Claims for this money can be initiated by any city located in San Diego County by completing an application form and the annual TDA claim form. Projects submitted must be included in an adopted regional, county, city or community plan. A resolution from the City Council for each funding cycle for requesting TDA funding is required as part of the application process.
At the February 5, 2001 meeting of the Traffic Safety Commission, the Commission recommended by a 4-O vote that TDA funding be pursued for the following project:
Proiect No. 1 - Jefferson Street Sidewalk
This project will construct a missing segment of sidewalk on the west side of Jefferson Street from Tamarack Avenue to approximately 350 feet south of Tamarack Avenue. The estimated cost of the sidewalk construction, including contingencies and inspection, is $5,325.
At the March 5, 2001 meeting of the Traffic Safety Commission, the Commission recommended by a 5-O vote that TDA funding be pursued for the following project:
Proiect No. 2 - Carlsbad Boulevard Bicvcle Lane
Carlsbad Boulevard is currently being realigned from approximately 0.40 mile north of Poinsettia Lane to 0.31 mile south of Poinsettia Lane. Realignment of the northbound direction is almost complete; realignment of the southbound direction is scheduled to begin soon. The estimated duration of construction for the southbound direction is four months. This funding request is for the bicycle lane portion of the southbound side of the roadway. The estimated cost of this construction, including contingencies and inspection, is $111,924.
The total cost of the Traffic Safety Commission recommended list of projects for application in the 2001-02 Transportation Development Act funding cycle is $117,249.
FISCAL IMPACT:
Minor administrative costs to prepare the application to request funding.

TRANSPORTATION DEVELOPMENT ACT (TDA) FUNDING FROM
4 SANDAG FOR CONSTRUCTION OF BICYCLE AND PEDESTRIAN FACILITIES IN TWO LOCATIONS THROUGHOUT CARLSBAD.
5 WHEREAS, the City Council of the City of Carlsbad, California has determined that

bicycle and pedestrian facilities shall be part of roadway improvements as indicated in the
7 Circulation Element of the General Plan; and

WHEREAS, the San Diego Association of Governments (SANDAG) has solicited from
i cities projects involving the construction of bicycle and pedestrian-related facilities; and

WHEREAS, TDA and TransNet funds have been established and are available through
SANDAG to local governments for construction of non-motorized improvements which include
12
bicycle and pedestrian facilities.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows:

1. That the above recitations are true and correct.

2. That the City Council authorizes the submittal of an application to the San Diego

3. The Public Works Director of the City of Carlsbad is hereby authorized and
empowered to execute in the name of the City of Carlsbad all necessary applications to
implement and carry out the purposes specified in this resolution;
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 10th day of April I 2001 by the following vote, to wit:
