RECOMMENDED ACTION:
That the City Council ADOPT Resolution No. dl@ I- 1 10 , APPROVING out-of-state travel for
Planning staff to make a presentation at the American Shore and Beach Preservation Association
(ASBPA) National Conference in Washington DC.
1 ITEM EXPLANATION:
Senior Planner Eric Munoz has been invited to make a presentation at the National ASBPA
Conference in Washington DC, May 13-16, 2001. The Conference theme is “Partnerships for
Integrated Coastal Preservation” and is intended to provide examples and case studies of coastal
partnerships throughout the United States. Carlsbad’s presentation will focus on the three lagoons
in the city and overview the variety of partnerships that pertain to each lagoon including past
accomplishments and future challenges.
In developing the topic for the presentation, staff has contacted the organizations that are currently
collaborating with the City on various watershed, lagoon or coastal related issues. These include the
Buena Vista Lagoon Joint Powers Committee, the Carlsbad Watershed Network and the Southern
California Wetland Recovery Group, San Diego County Task Force. As a result, three letters of
support have been generated to support the concept of local exposure of San Diego County
wetlands at a national conference. These letters are attached and are from Pam Slater, San Diego
County Supervisor; Chairman of the Buena Vista Lagoon Joint Powers Committee, Regg Antle; and
Kim McKee of the California Department of Fish and Game (which owns and/or regulates all coastal
lagoons in the state).
FISCAL IMPACT:
The cost for attendance to this conference is approximately $2,200.00. The funds for the expenses
of this trip are available in the Planning Department budget for the Fiscal Year 2000-2001.

CARLSBAD, CALIFORNIA, APPROVING OUT-OF-STATE
TRAVEL FOR PLANNING STAFF PARTICIPATION IN THE
AMERICAN SHORE AND BEACH PRESERVATION
ASSOCIATION NATIONAL CONFERENCE IN WASHINGTON mn UL

The City Council of the City of Carlsbad, California, does hereby resolve as
WHEREAS, Senior Planner Eric Munoz has been invited to participate at the
American Shore and Beach Preservation Association (ASBPA) National Conference in
Washington DC regarding the city’s lagoons and the coastal partnerships that affect them; and
WHEREAS, the City Council concurs with staffs request to authorize out-of-state
travel for Senior Planner Munoz to attend and present at the ASBPA National Conference in
Washington DC on May 13-16, 2001.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Carlsbad, as follows:
/ 1. That the above recitations are true and correct.
2. That out of state travel is hereby authorized, in accordance with City
policy, for Senior Planner Munoz to attend the ASBPA National Conference in Washington DC,
May 13-16, 2001.
3. That the City Council hereby approves the expenditure of approximately
$2,200.00, from the Planning Department budget to cover the associated travel costs for this
conference.

Dear Mr. Holzmiller,
I am sending this letter in support of Senior Planner Eric Munoz’s presentation at the above referenced conference. The Carlsbad lagoons provide a unique opportunity to highlight the partnerships which have shaped the ecology of the lagoons and which mirror the conference theme -
Innovative Partnerships for Coastal Preservation. As a Senior Planner in the City of Carlsbad, Mr.
Munoz has a local expertise on the lagoons. Additionally, he has a regional perspective on the
relationship of the lagoons to the adjacent shoreline and littoral sand system through his
participation on the San Diego Association of Governments’ (SANDAG) Regional Beach San
Project and the San Diego Task Force of the Southern California Wetlands Recovery Project.
The Southern California Wetlands Recovery Project includes the five counties of Southern California - Santa Barbara, Ventura, Los Angeles, Orange, and San Diego. I will be chairing a meeting of elected officials from the five counties for the Recovery Project in February. The focus of the meeting will be to develop a strategy to bring increased funding to beach, wetlands, and watershed recovery projects in Southern California. The ASBPA conference provides an opportunity to showcase Southern California coastal projects and more specifically, the three Carlsbad lagoons’ unique partnerships as well as their recent accomplishments and future challenges.

BEACH AND SHORE PRESERVATION CONFERENCE
Dear Mr. Holzmiller:
This letter is in support of Carlsbad staff making a presentation to the National American
Beach and Shore Preservation conference in May addressing the theme of coastal
partnership. As you are aware, the Joint Powers Committee for Buena Vista Lagoon
(JPC) represents one of the earlier coastal partnerships in southern California. It is a local
partnership amongst the cities and environmentalists to discuss and attempt to manage the
Buena Vista Lagoon (BVL).
_ We are about to undertake a comprehensive restoration analysis, and will be seeking
funding from state and national sources in the two to four year time zone in the future.
Putting BVL and its coastal partnership on the national map would be a great service to
the lagoon and to the JPC.
In summery we support Carlsbad’s efforts to make a presentation at the national
American Beach and Shore Preservation conference.

Dear Mr. Holzmiller,
The Department of Fish and Game (Department) would like to support the involvement of
your staff in the upcoming national conference regarding shore and beach protection that will be
held in Washington, D.C. As you know, the Department is involved in every coastal lagoon in
California whether it be in active management as land owner, or providing oversight as resource
stewards. Our Carisbad lagoons have a long history of use and planning efforts that need to be
shared with other regions within the nation. This conference can also be instrumental in receiving
nationwide exposure that will increase our networking capabilities and funding opportunities for
necessary projects within our lagoons. The Department is always interested in new information
that can help forge more productive partnerships for resource conservation.
We look forward to providing comments to your staff for their presentation as well as
receiving the results of the conference. It should be very informative.
