Adopt Ordinance No. NS- 580 amending Section 21.05030 of the Carlsbad Municipal Code
by an amendment to the Zoning Map to grant a Zone Change, ZC 99-05, from L-C to R-l-Q
on property generally located on the east side of Black Rail Road, between Poinsettia Lane
and Aviara Parkway in Local Facilities Management Zone 20.
ITEM EXPLANATION:
Ordinance No. NS-580 was introduced and first read at the City Council meeting held on
April 3, 2001. The second reading allows the City Council to adopt the ordinance, which
would then become effective in thirty days. The City Clerk will have the ordinance published
within fifteen days, if adopted.

The City Council of the City of Carlsbad, California, does ordain as follows:
SECTION I: That Section 21.050.30 of the Carlsbad Municipal Code, being the
zoning map, is amended as shown on the map marked Exhibit “ZC 99-OS/LCPA 99-03” attached
hereto and made a part hereof.
SECTION II: That the findings and conditions of the Planning Commission as set
forth in Planning Commission Resolutions No. 4911 and 4912 on file in the Planning
Department constitute the findings and conditions of the City Council.
EFFECTIVE DATE: This ordinance shall be effective thirty days after its
adoption, and the City Clerk shall certify to the adoption of this ordinance and cause it to be
published at least once in a publication of general circulation in the City of Carlsbad within
fifteen days after its adoption, (Not withstanding the preceding, this ordinance shall not be
effective within the City’s Coastai Zone until approved by the California Coastal Commission.)
INTRODUCED AND FIRST READ at a regular meeting of the Carlsbad City
Council on the 3rd April day of 200 1, and thereafter.
