HomeMy WebLinkAbout2001-04-17; City Council; 16154; Poinsettia Lane Overhead WideningIAEM 46) !< CITY OF CARLSBAD - AGENDA BILL m: APPROVAL OF PLANS AND SPECIFICATIONS AND MTG. 4/17/01 I AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF POINSETTIA LANE OVERHEAD WIDENING, CITY ATTY.@ PROJECT NOS. 3551,3442,3829 AND 3810 I-CDT I RECOMMENDED ACTION: Adopt Resolution No. 2001 -//Lf approving plans and specifications and authorization to advertise for bids for the construction of the Poinsettia Lane Overhead Widening, Project Nos. 3551, 3442,3829 and 3810. ITEM EXPLANATION: The Poinsettia Lane Overhead Widening project consists of the widening of the Poinsettia Lane bridge over the San Diego Northern Railroad tracks as well as roadway, water, recycled water and sewer system improvements between Carlsbad Boulevard and Avenida Encinas. The plans and specifications for the project have been completed. As a result of the project, Poinsettia Lane including the bridge over the tracks will be constructed to the ultimate configuration in accordance with the Circulation Element of the General Plan. 1 FISCAL IMPACT: The total estimated construction costs associated with the project is approximately $1,438,000. A breakdown of the project is summarized in Table 1. TABLE l- Construction Cost Estimate Construction Contingency (10%) $101,100 Bridge and Roadway Subtotal $1,112,100 $1,556,240 Water System (Project No. 3442) Construction Contingency (10%) $152,000 $15,200 The funding sources for the various project components are as follows: Bridge and Roadway - Public Facilities Fees Water System - Water Connection Fees Recycled Water System - Recycled Water Connection Fees Sewer System - Sewer Replacement Funds There are sufficient funds in each project account to complete the construction of the respective project components. The relatively large remaining balance associated with Project No. 3810 will be used for the second phase of the sewer system improvements. The second phase of the sewer . There is sufficient funding in this account for both phases of the sewer system project. ENVIRONMENTAL IMPACTS: The Planning Commission approved a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the project on January 5, 2000. The financing, bidding, and construction of the project would not create any additional environmental impacts that have not otherwise been evaluated and considered during the issuance of the documents noted above. PROJECT NOS. 3551.3442.3829 AND 3810. WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary and in the public interest to approve plans and specifications, and to authorize publishing an advertisement for bids for the construction of the Poinsettia Lane Overhead Widening, Project Nos. 3551,3442,3829, and 3810; and WHEREAS, there are sufficient funds available in the respective project component accounts and, therefore, there are sufficient funds available for construction of this project; and WHEREAS, plans and specifications for the Poinsettia Lane Overhead Widening, Project Nos. 3551, 3442, 3829 and, 3810 have been prepared by the engineering staff, are incorporated herein by reference and are available for review in the Engineering Department; and WHEREAS, based on the approved Mitigated Negative Declaration and Mitigation Monitoring Report for the project’s Coastal Development Permit 99-30, there will be no additional 16 significant effect, not analyzed therein; and that no new or additional mitigation measures are 17 required; therefore no new environmental document is required. 18 19 NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad, California, as follows: 20 1. That the City Clerk is hereby authorized and directed to publish a Notice to Contractors Inviting Bids in accordance with Section 3.28.080 of the Carlsbad Municipal Code.
