I RECOMMENDED ACTION:
Adopt Resolution No. No/d/b approving appropriation of additional funds to cover the construction costs of installing enhanced raised median landscaping and improvements for the
Carlsbad Boulevard Realignment Project, PD 99-19/Dwg. 383-3, Project No. 36171.
ITEM EXPLANATION:
Carlsbad Boulevard is currently being realigned and improved by SHEA HOMES, Inc. (SHEA), as
part of a joint project with the City, pursuant to a reimbursement agreement approved by
City Council on December 7, 1999, in accordance with Resolution No. 99-513, of Agenda Bill
15,522.
The reimbursement agreement included a cost estimate of project preliminary design and
construction costs. The cost estimate included preliminary costs for installing a fully improved
landscape raised median along the full length of the project. The preliminary landscaping cost
estimate was based on unit costs for a City standard landscaped raised median for arterial
roadways. During landscape plan preparation, the standard raised median landscaping was
revised to include additional landscaping elements to match landscaping enhancements that the
developer is installing along their project frontage. These additional elements have increased the
City’s share of installing the landscaped raised median by $132,671. Additionally, changes in line
item costs, as part of the construction bid process for the project, have increased the City’s overall
line item share by $214,744; and, construction change orders have increased the City’s share of
project costs by $22,813. These additions, including a City Plan Check/Inspection credit and
contingency, results in a total appropriation request of $360,000.

Staff recommends that the raised median be installed as designed and that $360,000, be
appropriated to cover project costs. The enhanced raised median was approved by the City’s Community Services/Parks Department and will match improvements being constructed on the
east side of Carlsbad Boulevard within the project limits.

ENVIRONMENTAL REVIEW:
The proposed project was included in the Program EIR (EIR 96-10) prepared for the Poinsettia
Properties Specific Plan, certified in January 1998. The Program EIR addressed subsequent
discretionary approvals of the specific plan, including actions such as tentative maps, site
development plans and coastal development permits. The proposed project is consistent with the
land uses, design guidelines and facility improvements required in the specific plan. No new impacts are anticipated and no new mitigation measures are necessary, therefore, no further
environmental review is required. Therefore, the project is exempt under Section 15182 of the California Environmental Quality Act.
FISCAL IMPACT:
Presently, City Council has appropriated $1 ,100,OOO in Gas Tax funds for the project, as indicated in the current Capital Improvement Program (Project No. 36171). To cover the City’s full
reimbursement obligations, an additional appropriation of $360,000, is required, as indicated in
Table “B,” below.

The City is also competing for Regional Transportation Development Act (TDA) funds to help defer
the public bicycle lane portion of the project, in the amount of $111,924. If the City is successful in
obtaining these funds, then the above appropriation can be reduced accordingly.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING AN APPROPRIATION OF ADDITIONAL FUNDS FOR THE CARLSBAD BOULEVARD REALIGNMENT
PROJECT, PD 99-lS/DWG 383-3 - PROJECT NO. 36171.
WHEREAS, Shea Homes (Shea) and Fieldstone Communities (Fieldstone), in accordance
with conditions of approval for their respective projects, have partnered with the City of Carlsbad
to realign and improve Carlsbad Boulevard (Improvements) along their respective project
frontages; and,
WHEREAS, Shea previously agreed to take the lead on completing the Improvements for
the Shea and Fieldstone frontages; and,
WHEREAS, Shea and the City previously entered into a reimbursement agreement to
complete certain improvements for the public benefit; and,
WHEREAS, the previously approved reimbursement agreement included a preliminary
cost estimate; and,
WHEREAS, due to additional enhanced landscaping treatment for the Carlsbad Boulevard
raised median, and construction bid cost estimates that show an increase to overall project line
item costs; and, due to construction change orders, overall project cost estimates have increased;
and,
WHEREAS, to cover the City’s reimbursement obligations, including the State Park’s
portion of the Carlsbad Boulevard/Poinsettia Lane/State Park’s entrance improvements, an
additional appropriation of $360,000, from the General Fund is required.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct;
2. That City Council finds that it is in the best interest of the City of Carlsbad to
maintain aesthetically pleasing, scenic roadways for citizens and guests of Carlsbad;
3. That to maintain this scenic roadway (Carlsbad Boulevard) it is necessary to install
an enhanced landscaped raised median;
4. That to install this enhanced landscaped raised median, additional funding must be
II appropriated to cover the construction costs for the median;

5. That the Finance Director is hereby authorired to transfer $360,000 from the
Gas Tax Fund to the project account to wver said costs.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 17th day of April ,. 2001 by the following vote, to wit:
