MTG. 4-24-01 REALLOCATION OF SALARY RANGES AND REVISION
OF CLASSIFICATION DESCRIPTIONS IN THE POLICE -Liz5 CITY ATTY
DEPT. HR DEPARTMENT CITY MGFI’
RECOMMENDED ACTION:
Resolution No. 200 1-J a3 revising the classification descriptions for Fingerprint and Evidence
Specialist, Juvenile Justice Program Coordinator, Police Training Coordinator and Police Records
Specialist, approving the reallocation of salary ranges for Fingerprint and Evidence Specialist,
Juvenile Justice Program Coordinator and Police Training Coordinator, and amending the General
Employees’ and Police Salary Schedules.
ITEM EXPLANATION:
The Police Department requested a review of the Fingerprint and Evidence Specialist, Juvenile
Justice Program Coordinator, Police Records Specialist and Police Training Coordinator positions to
update the classification descriptions and to compare salaries of similar jobs in the market. This
review was conducted in accordance with the City’s practice to maintain competitive salaries and
with the commitment made during negotiations to review jobs to ensure their competitive positions
in the market. Based on this review, Human Resources recommends: 1) a reallocation of the
salaries of the Fingerprint and Evidence Specialist, Juvenile Justice Program Coordinator and Police
Training Coordinator in order to maintain competitive salaries and to retain internal comparability of
positions; and 2) revisions to the Fingerprint and Evidence Specialist, Juvenile Justice Program
Coordinator, Police Records Specialist and Police Training Coordinator classification descriptions.
Staff submits the following recommended reallocations for Council’s consideration and approval:

A review of the classification descriptions by staff resulted in minor modifications to update the
class specifications of Fingerprint and Evidence Specialist, Juvenile Justice Program Coordinator,
and Police Records Specialist. Although the Fingerprint and Evidence Specialist position was just
established two years ago, the technical nature of the job and the limited pool of candidates
necessitated a review of the classification description and salary.
A review of the Police Training Coordinator classification description resulted in several
modifications to the description. The Police Training Coordinator is a civilian staff position that was
PAGE2OFAB# I&J, \ b3
established in 1998 to assist the Professional Standards Sergeant with training coordination. When
the job description was developed, the position’s responsibilities were narrowly defined and have
since gradually evolved to include a broader scope of duties. As a result, the position handles the
training function more independently and at a more technical level than described in the original
classification description. The description has been revised to include this broadening of duties and
more accurately represent the responsibilities of the incumbent.
Attached are the revised descriptions (Attachments A -D) for the classifications noted above for
Council’s consideration for approval.
FISCAL IMPACT:
The estimated annual salary and benefit cost for the reallocation adjustments is $14,000, all of which
is from the General Fund. The $3,500 required to fund the adjustments for the remainder of this
fiscal year will be absorbed in the current budget.
