HR GENERAL EMPLOYEES’ SALARY SCHEDULE AND CONFLICT OF INTEREST CODE CITY MGRi RECOMMENDED ACTION: Resolution No. 260 I- /3q to reclassify the position of Park Development Coordinator to Park Development Manager; to update titles of the Information Technology Director and Information Technology Manager; and to amend the Management Salary Structure, General Employees’ Salary Schedule, and Conflict of Interest Code related to the proposed changes. ITEM EXPLANATION: Park Development Coordinator Reclassification: Currently, the Park Development Coordinator is covered by the General Employees’ Salary Schedule. Since the reorganization of the Recreation Department, the position of the Park Development Coordinator has taken on broader areas of responsibility. As a result, Recreation requested a review of this job description and title to more accurately describe the duties and recognize the increased level of responsibility for this position. Staff updated the job description (Exhibit 1) and based on this revised description recommends reclassifying this position to Park Development Manager. The Park Development Manager reports directly to the Recreation Director and supervises and oversees all park and open space development planning and manages the implementation of the Capital Improvement Program (CIP) for the Recreation Director. As the project manager, this position is responsible for the preparation and approval of park improvement plans, related cost estimates for open space and parks, as well as plan checking to ensure projects are completed to City and state standards and are consistent with master plans. The incumbent is the lead in preparing and presenting landscape architecture, open space and park planning issues to the Parks and Recreation Commission, Planning Commission and City Council. Because these responsibilities require independent discretion and judgment as well as the authority to influence policy decisions, this position clearly falls within the exempt test criteria under the Fair Labor Standards Act. Therefore, staff recommends that thig position be reclassified as a management position to be covered by the Management Salary Structure. The recommended placement of this position is into grade 5, with an annual salary range of $63,000-$86,500. Staff has consulted with the Carlsbad City Employees’ Association regarding the change to the General Employees’ Salary Schedule as shown in Attachment B. Based on the recommended change, amendments to add Park Development Manager to the Management Salary Structure and the Conflict of Interest Code, and to remove the Park Development Coordinator from the General Employees’ Salary Structure and the Conflict of Interest Code, are attached (Attachments A, B & C) for Council consideration and approval. Page2ofAB# Ibr lb4 Update Information Technolow Manapement Titles: The Information Technology Department has requested to update their job titles to recognize the current industry standard nomenclature of Information Technology instead of Information Systems. Staff submits the job title changes of the Information Systems Director and Information Systems Manager to Information Technology Director and Information Technology Manager to Council for their approval to amend the Management Salary Structure and Conflict of Interest Code. FISCAL IMPACT: The estimated increased salary and benefit cost to reclassify the position of Park Development Coordinator to Park Development Manager is $14,000 annually. The estimated cost for the remainder of FY2000-01 is $2,700. This cost will be funded within the Recreation Department budget. Resolution No. ZOO\ - I Z&j EXHIBIT 1 CITY OF CARLSBAD CLASSIFICATION DESCRIPTION JOB TITLE: DEPARTMENT: PARK DEVELOPMENT MANAGER RECREATION BASIC FUNCTION: Under general direction, supervise, plan and oversee the development of open space and parks for recreational uses; supervise and perform landscape architecture work; coordinate park and open space related construction; perform other related duties as assigned. KEY RESPONSIBILITIES: Plan, prepare, and update the Capital Improvement Program (CIP) related to open space and park development for Director’s review. Manage implementation of the Citywide Trail System in accordance with applicable plans. Coordinate with other departments concerning issues of open space development and maintenance. Implement the CIP related to open space and park development to ensure conformance to City policies and program desires, Coordinate and supervise the design, planning, land acquisition, and new construction of open space, parks and recreation facilities. Assist in the development of City Council goals and objectives related to open space and park development. Supervise and prepare landscape architectural plans and related cost estimates for landscaping, open space and park improvements; review and approve plans consistent with state laws. Inspect and/or supervise open space and park construction to ensure that projects are completed to City standards and ensure consistency with master plans. Coordinate and direct the performance of outside consultants and contractors; monitor construction schedule and cost controls in park and related projects. Coordinate the processing of environmental and planning permits with the Planning Department. Make written and oral reports, including preparation of agenda bills to the Parks and Recreation Commission, Planning Commission, and City Council regarding landscape architecture, open space and park planning issues. Participate on City Committees and advisory groups. PARK DEVELOPMENT MANAGER 3 EXHIBIT 1 Consult with City departments, contract architects, and engineers to integrate present plans with long range plans. Provide input and cooperates in the development and maintenance of the Parks and Recreation Master Plan Component of the General Plan. May supervise, train and evaluate staff as assigned. Perform other related duties as assigned. EXPERIENCE and EDUCATION: Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: PARK DEVELOPMENT MANAGER EXHIBIT 1 Equivalent to a bachelor’s degree from an accredited college or university with major work in park management, landscape architecture, urban planning, public administration or a related field; and Five years of professional or paraprofessional open space and park development planning or landscape architecture or related planning experience. SPECIAL REQUIREMENTS: A California Landscape Architecture License is required. PHYSICAL/MENTAL DEMANDS AND ENVIRONMENTAL SETTING: While performing the duties of this class, an employee is regularly required to sit; talk or hear, in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms. An employee is frequently required to walk and stand. Specific vision abilities required by this job include close vision and the ability to adjust focus to read and operate office equipment as necessary during the course of the work assignments. WHEREAS, the City desires to accurately describe and title their management positions and classify jobs appropriately commensurate with the responsibilities of the positions; and, WHEREAS, staff recommends reclassifying the position of Park Development Coordinator to Park Development Manager to recognize the level of management responsibility within Recreation; and, WHEREAS, staff recommends changing the titles of Information Systems Director and Information Systems Manager to Information Technology Director and Information Technology Manager to recognize industry nomenclature of comparable positions. GENERAL SECTION I: IYe: This Code shall be known and may be cited as “Conflict of Interest Code of the City of Carlsbad, Carisbad Housing and Redevelopment Agency, Carlsbad Public Financing Authority and the Carlsbad Municipal Water District.” SECTION II: AutbrxQ: This Code is adopted pursuant to the provisions of the “Political Reform Act of 1974”, Title 9 of the Government Code commencing with Government Code Section 81000 and Section 18730 of Article 2 of Chapter 7 of Division 6 of Title 2 of the California Code of Regulations. SECTION Ill: Purpose: This Code is adopted in order to: A. Assure that all employees designated herein perform their duties in an impartial manner, free from bias caused by financial interests; B. Enumerate and differentiate the positions of employment within the City which involve the making of decisions which may foreseeably have a material effect upon a financial interest; C. Require the disclosure of such interests, by setting forth the specific types of interests which are reportable for each position; D. Require that designated employees disqualify themselves from participation in City decision-making which may involve a conflict of interest. Page 1 of 3 June 2000 SECTION IV:wn hy R&tence: The provisions of Title 2 California Code of Regulations Section 18730, except Section 9.5 thereof, a copy of which is attached hereto marked Exhibit “A”, are hereby incorporated by this reference and constitute the Conflict of Interest Code of the City of Carlsbad, Carlsbad Housing and Redevelopment Agency, Carlsbad Public Financing Authority and the Carlsbad Municipal Water District. SECTION V: AmendmFlnts: Section 4 of the Code found in Title 2 California Code of Regulations Section 18730 is replaced with the following Section 4: Section 4: All designated employees shall file the statements of economic interests required herein with the City Clerk for the City of Carlsbad. Where the person filing such statements is required to file multiple statements on account of his or her capacity in both City and Agency, Authority and/or District, filing may be made on a single form(s), specifying therein that it is filed in both capacities. APPFNDlX A. Persons holding positions listed in the Appendix are required to file the initial, annual, and leaving ofice statements of financial interest required by this Code for the types of interests in the categories set forth in the column “Disclosure Categories” opposite the column “Designated Positions”. It has been determined that these persons make or participate in making decisions which foreseeably may have a material effect on such financial interests. B. Where the disclosure category requires disclosure of interests in real property, the designated employee need only disclose real property which is located in whole or in part within or not more than two miles outside the boundaries of the jurisdiction or within two miles of any land owned or used by the local government agency. C. Where the disclosure category requires disclosure of investments or sources of income, the designated employee need only disclose investments in business entities and sources of income which do business in the jurisdiction, plan to do business in the jurisdiction or have done business in the jurisdiction within the past two years. In addition to other activities, a business entity is doing business within the jurisdiction if it owns real property within the jurisdiction. D. Where the disclosure category requires disclosure of business positions, the designated employee need only disclose positions of director, officer, partner, trustee, employee, or any position of management in organizations or enterprises operated for profit. Page 2 of 3 June 2000 SECTION VI: Act: “Act” means the Political Reform Act of 1974, comprising Title 9 (commencing with Section 81000) of the Government Code of the State of California. SECTION VII: . v: “Designated employee” means any officer, employee, commission or board member or consultant to the City whose position is listed in the Appendix of this Code. SECTION VIII: *- . Desinnated . “Designated position” means a position specified in the Appendix of this Code and requiring disclosure as provided in this Code because the position entails the making or participating in the making of decisions which may foreseeably have a material effect on a financial interest. SECTION IX: &gu@ons: “Regulations” mean the regulation of the Fair Political Practices Commission adopted pursuant to Title 9 of the Government Code and reported at Title 2 of the California Code of Regulations commencing with Section 18100. SECTION X: E&peal: This Code shall repeal and supersede all previous versions of the “Conflict of Interest Code of the City of Carlsbad, Housing and Redevelopment Agency, Carlsbad Public Financing Authority and Carlsbad Municipal Water District”.
