I RECOMMENDED ACTION: Introduce Ordinance No. ds*@-t to establish a THREE-HOUR PARKING time limit on both sides of State Street from Beech Avenue to Carlsbad Boulevard. I ITEM EXPLANATION: A letter and petition was received by the Housing and Redevelopment Director asking that the existing THREE-HOUR PARKING time limit on State Street be extended from Beech Avenue northerly to Laguna Drive. These documents indicated that when commuters using the Village Transit Station find the parking lot full, they use State Street to park their vehicles. As a result, vehicles parked by commuters deny the shoppers the opportunity to park on the street at various shops and businesses. On State Street north of Beech Avenue, parallel parking is permitted except in locations having red curb painted. Approximately 73 vehicles can parallel park on both sides of State Street between Beech Avenue and Laguna Drive. A previous action of the City Council by adopting an ordinance in January 2000 designated THREE-HOUR PARKING on various road segments and some public parking lots in the Village Redevelopment area. To determine the extent of on-street parking availability, staff conducted a vehicle occupancy study for the subject segment of State Street on March 13, 2001. Between the hours of 7:00 a.m. and 6:00 p.m., a total of 159 vehicles were observed to park on the street. Of the total vehicles observed, 106 vehicles were parked up to three hours and the remaining 53 vehicles were observed to park between three and eleven hours. Eight vehicles were parked between eight and nine hours and six of those eight were parked up to eleven hours. It was observed that some vehicles made frequent re-visits to about the same location, indicating employees were parking on the street at their place of employment. In some cases, staff was able to discern that the vehicle parked on the street belonged to an employee of a specific business. The parking study indicates that about one-third of the total number of vehicles parking on the street are long-term parked vehicles (greater than three hours). Some employees of a business are using the street to park their private vehicle and thereby are depriving potential customers of the ability to park in front of or near the business they wish to patronize. The Village Transit Station parking lot has 311 available parking spaces. On a typical weekday, this parking lot fills early and is about 96% full throughout the day. Future plans of the North County Transit District (NCTD) are to expand the parking lot northerly which would require existing businesses to vacate the property. Those businesses located on NCTD property north of the existing parking lot are on a month-to-month lease. However, at this time there are no plans by NCTD to order the businesses to vacate the property for the expansion of the parking lot. A shortage of available parking spaces will and does limit the potential to increase ridership on the Coaster or bus service at the transit station. Implementing parking time restrictions in locations where parking demand is high and availability of parking spaces is limited does have a tendency to create parking demand at other locations where there are no time restrictions. Some evidence of this phenomena is observed on State Street north of Laguna Drive. Page 2 of Agenda Bill No. 6 I 1 7 Parking opportunities exist in the Village Redevelopment area. Free, unlimited parking is available in public parking lots near the Village Transit Station. However, a commuter would haive to walk several street blocks to take advantage of this opportunity. Employees of businesses ‘also could utilize the public parking lots and thereby create more on-street parking opportunities for customers. Establishing a parking time limit on State Street north of Beech Avenue might result in commuters and others using streets easterly of State Street for long-term parking. However, walking distances from other streets to the transit station are comparable to the distances ftom public parking lots. Establishing the time restrictions on State Street north of Beech Avenue may have the benefit of more commuters utilizing the public parking lots. Staff recommended to the Traffic Safety Commission that to maintain on-street parkinglavailability for Maxton Brown Park users, the THREE-HOUR PARKING time limit on State Street should be extended northerly of Laguna Drive. Current locations of NO PARKING on State Street north of Laguna Drive would remain, however. At the Traffic Safety Commission meeting of April 2, 2001, several individuals spoke in favor of the time restriction on State Street north of Beech Avenue. By a 4-O vote, the Traffic Safety Commission recommended that a THREE-HOUR PARKING time limit be established on both sides of State Street from Beech Avenue to Carlsbad Boulevard between the hours of seven a.m. and 6:00 p.m., except for Sundays and holidays. FISCAL IMPACT: Adding approximately 16 THREE-HOUR PARKING signs will cost about $2,000. EXHIBITS: 1. Proposed location of the THREE-HOUR PARKING time limit on State Street. 2.
