RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. &X% - t 3 ‘i! authorizing the purchase of three
paramedic modular ambulances from Leader Industries Inc.
ITEM EXPLANATION:
Modular ambulances are utilized by City paramedics to provide emergency services to citizens.
The three ambulances scheduled for replacement this fiscal year exceed the age and mileage
requirements of the City’s vehicle replacement program in Administrative Order No. 3.
Section 3.28.160 of Carlsbad Municipal Code provides for the Purchasing Officer to purchase
equipment through cooperative purchasing programs with the other public agencies when the
agency has made their purchase in a competitive manner. On July 28, 2000, following a formal
bidding process, the City of Poway received the lowest responsive bid for two paramedic modular
ambulances from Leader Industries Inc. The price per unit was $118,666.97 plus sales tax. On
October 25, 2000 Poway issued a purchase order to Leader Industries Inc. in the amount of
$255,727.32.
Fire Department staff consulted with Leader Industries to make some minor configuration changes
to the ambulances. Some items required by Poway were deleted and substituted with items which
better meet our needs. The per unit price for the ambulances as manufactured for Carlsbad is
$116,670.00. The total price for the three ambulances including sales tax is $376,260.75.
The three replaced units will be removed from the Fleet. Upon delivery of the completed vehicles,
the City has the option of selling the replaced units or trading them in to Leader Industries Inc. for
$6500.00 each. Typically new units require 4-6 months to manufacture. During this time Staff will
investigate which of the options for disposing the old units is in the best interests of the City.
FISCAL IMPACT:
Funds are available in the Vehicle Replacement Fund for this purchase.

RESOLUTION NO. 2001-137
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORZING THE PURCHASE OF
THREE MODULAR AMBULANCES
WHEREAS, the City of Carlsbad wishes to replace three modular ambulances, and;
WHEREAS, Section 3.28.160 of the Carlsbad Municipal Code provides that the City may
participate in cooperative purchasing programs with other public agencies, and;
WHEREAS, the City of Poway used formal bidding procedures to purchase two
ambulances, and;
WHEREAS, Leader Industries Inc. has offered to sell the City of Carlsbad three
ambulances for $376,260.75.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows:
1. The Purchasing Officer is hereby authorized and directed to issue a purchase order to
Leader Industries Inc. in the amount of$376,260.75 including sales tax.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad held on the May 8th day of ,2001, by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Finnila, Nygaard and Hall.
