I RECOMMENDED ACTION:
Resolution No. do0 I- 136 revising the classification descriptions for Library Clerk I/II, Library
Assistant I/II, Librarian I/II and Senior Librarian, approving the reallocation of salary ranges for
Librarian I, Librarian II, Senior Librarian, Community Library Services Supervisor and Graphic
Artist, amending the General Employees’ Salary Schedule, and updating the job title of Community
Outreach Supervisor.
I ITEM EXPLANATION:
During negotiations last year, the City agreed to periodically review the salary market among
comparable classifications in other San Diego County public agencies to ensure salaries were
competitive. Human Resources has completed a comprehensive market study of the Library job
families and a review of the classification descriptions with Library management. As a result,
Human Resources recommends the following for Council’s consideration and approval: 1) a
reallocation of the salaries of the Librarian I, Librarian II, Senior Librarian, Community Library
Services Supervisor and Graphic Artist, as shown below; and 2) revisions to the Library Clerk I/II,
Library Assistant I/II, Librarian I/II , Senior Librarian and Community Library Services Supervisor
classification descriptions, and 3) an update of the job title of Community Library Services
Supervisor to Community Outreach Supervisor.
I BACKGROUND:
Technology has changed the way Library personnel at all levels perform their jobs. It has been ten
years since a comprehensive classification study was done on the Library job families. Automated
systems have replaced manual procedures, and additional technology related skills, knowledge and
abilities are required to perform library job functions. A review of classification descriptions in
Library job families by staff resulted in modifications to the classification specifications for Library
Clerk I/II, Library Assistant I/II, Librarian I/II , Senior Librarian and Community Library Services
Supervisor to address current technology, customer service, and library operating procedures.
Additionally, the Library has requested to update the job title of Community Library Services
Supervisor to Community Outreach Supervisor to more accurately reflect the duties and
responsibilities of the position. The revised descriptions (Attachments B - F) are attached for
Council’s consideration for approval.

FISCAL IMPACT:
The estimated annual salary and benefit cost for the reallocation adjustments is $28,500. The
$4,700 required to fund the adjustments for the remainder of this fiscal year will be absorbed in the
current budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REALLOCATING LIBRARY
CLASSIFICATIONS; AMENDING THE GENERAL EMPLOYEES’
SALARY SCHEDULE; AND REVISING CLASSIFICATION
DESCRIPTIONS.
WHEREAS, the City Council desires to pay competitive salaries for comparable
positions in the job market; and
WHEREAS, a market survey has been undertaken to determine competitive salaries
in San Diego County for classifications in the Library; and
WHEREAS, it is necessary to reallocate the salary ranges in a number of Library
classifications as detailed in Attachment A to ensure competitive wages in the market; and
WHEREAS, it is desirable and necessary to revise classification descriptions to
accurately reflect jobs being performed; and
WHEREAS, staff recommends changing the title of Community Library Services
Supervisor to Community Outreach Supervisor to more accurately describe the duties and
responsibilities of the position; and
WHEREAS, it is necessary to amend the General Employees’ Salary Schedule to
reflect the above changes; and
WHEREAS, the City and the Carlsbad City Employees’ Association have met and
conferred on the impacts of these recommendations on their represented employees;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the reallocation of salary ranges in the Library as described in Attachment
A attached hereto and made a part thereof, are hereby approved.

3. That the City Council hereby adopts the revised classification descriptions for
Library Clerk I/II, Library Assistant I/II, Librarian I/II, Senior Librarian, and Community
Outreach Supervisor as shown in Attachments B - F, attached hereto and made a part
thereof.
4. That the revised General Employees’ Salary Schedule as shown in Attachment G
reflecting the above changes is hereby approved.

JOB TITLE: LIBRARY CLERK I/II
DEPARTMENT: LIBRARY
BASIC FUNCTION:
Under direct supervision, perform work of routine to moderate difficulty in
completing assigned clerical tasks.
DISTINGUISHING CHARACTERISTICS:
Library Clerk I is the entry level clerical position and is used for a wide range of
basic front desk, office, data entry, and filing tasks. Library procedures are
learned on the job. As incumbents in positions at this level increase their skills,
knowledge and abilities through successful on-the-job experience, they may
reasonably expect to progress to Library Clerk II after two years of satisfactory
performance. The Library Clerk II level is expected to perform independently
without the same degree of supervision as the Library Clerk I.
KEY RESPONSIBILITIES:
Use automated systems to manage patron records including checking out and in
library materials, collecting fines and fees, and responding to other general
inquiries by patrons about their account activity.
Answer patron questions of a directional or general nature on the telephone and in
person.
Search shelves for library materials for patrons.
Prepare library materials for public use according to established procedures.
Identify materials in collection that need repair.
Operate a variety of office equipment, such as photocopiers, computer terminals,
and telephones.
Sort and distribute mail.
Maintain library in a clean fashion by straightening shelves and areas of public
use.
May act as messenger, delivering books and materials between libraries.

BASIC FUNCTION:
Under general supervision, to perform a variety of paraprofessional and technical/clerical
work in the City Library; to supervise the work of the other technical/clerical employees;
and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS:
Library Assistant I: This is the entry-level class in the Library Assistant series.
Positions in this class perform a variety of routine technical library work not requiring
substantial prior library experience. Tasks performed by the Library Assistant I are
normally performed under direct supervision and in accordance with pre-established
policies, procedures and guidelines. As incumbents in positions assigned to the Library
Assistant I level increase their skills, knowledge and abilities through successful on-the-
job experience, they may reasonably expect to be assigned to the next higher class of
Library Assistant II.
Library Assistant II: This is the journey level class in the Library Assistant series.
Positions assigned to this class are expected to perform skilled paraprofessional library
work with less supervision, using independent judgment and discretion. The Library
Assistant II position may also be assigned to supervise less experienced full-time and
hourly staff.
KEY RESPONSIBILITIES:
Perform a variety of technical library tasks involving collections, reference services,
outreach services, public relations, library materials processing, assistance to patrons and
routine clerical work.
Use automated systems to search and process patron requests for books and other library
materials; to process library materials; or to process interlibrary loans.
Assist librarians in classifying and cataloging library materials.
Process new library materials to ensure identification numbers and identifying labels
have been properly completed.
Prepare and/or maintain various files and records.

BASIC FUNCTION:
Under general supervision, perform professional library responsibilities in areas such as
reference, children’s, young adult, genealogy, cataloging or technical services, and other
duties as assigned.
DISTINGUISHING CHARACTERISTICS:
Librarian I: An entry-level professional position used in a variety of library jobs as
assigned. Considerable direction is provided by more experienced supervisors. After two
years of satisfactory performance at this level and with the approval of the Library
Director, the position may be reassigned to the Librarian II classification.
Librarian II: Positions allocated to this class perform journey level professional library
work with a minimum of supervision requiring prior professional library experience.
This class is distinguished from the Librarian I class in that incumbents assigned to this
class are required to utilize considerable independent discretion while performing a broad
range of technical, professional, and supervisory duties.
KEY RESPONSIBILITIES:
Plan, organize and administer library services in one or more service areas. This may
involve reference, information, and readers advisory services; programming; patron
instruction and education; collection management and cataloging of materials;
automation/technology management.

Positions in this class are distinguished from the Librarian I/II classes in that incumbents
direct major library divisions and administer a variety of special programs, resources, and
services.
KEY RESPONSIBILITIES:
Direct the planning and organization of library services, such as reference services,
acquisitions and collection development, technical services, genealogy, and children’s
and young adult services.
Within the assigned division, recruit, select, train and supervise professional and
paraprofessional staff in:

JOB TITLE: COMMUNITY OUTREACH SUPERVISOR
DEPARTMENT: LIBRARY
BASIC FUNCTION:
Under general direction, to perform library administrative, technical and public relations
responsibilities involving the operations of a community library; to perform outreach
activities with community groups and individuals to meet the library service needs of a
particular community; and to perform other related work as assigned.
DISTINGUISHING CHARACTERISTICS:
A commtmity library is typically smaller and focuses on the special needs of a
neighborhood, culture or language of the community served while a branch library
typically serves a broader population and offers a wider scope of services. The
Community Outreach Supervisor specializes in developing library collections and
services to meet the needs of the particular community as well as performing extensive
outreach and interaction with community groups and individuals to promote library
services. The next higher level of Senior Librarian specializes in a particular subject area
and is the supervisor of a major library division.
KEY RESPONSIBILITIES:
Formulate community library goals, objectives, policies and procedures with input from
the community and other library staff to make library collections and services accessible
to the community.
Interact with individuals and groups within the community to determine information
needs and plan cooperative services to meet those needs.
Oversee and participate in selection of adult and children’s materials, especially bilingual
materials and those in the language of the community being served.
Plan and administer a variety of specialized adult and children’s programs for the
community served.
Write, translate and oversee the development and distribution of bilingual public relations

SPECIAL REOUIREMENTS:
Possession of a valid California driver’s license and evidence of a safe driving record.
Depending on the assignment, specialized language skills requiring oral and written
fluency in the language of the community served may be required.
Cultural knowledge and experience working in the community served may be required
and specified at the time of recruitment.
Flexibility to work a variety of day, evening and weekend hours as required.
PHYSICAL/MENTAL DEMANDS AND ENVIRONMENTAL SETTING:
While performing the duties of this class, an employee is regularly required to sit; talk or
hear, in person and by telephone; use hands to finger, handle, feel or operate standard
office equipment; and reach with hands and arms. An employee is frequently required to
walk and stand. Specific vision abilities required by this job include close vision and the
ability to adjust focus to read and operate office and computer equipment as necessary
during the course of the work assignments.
While performing the duties, employees of this class are regularly required to use written
and oral communication skills; read and interpret narrative and statistical data,
information and documents; analyze and solve problems; use reasoning and abstract
concepts; observe and interpret people and situations; learn and apply new information or
skills; perform highly detailed work on multiple, concurrent tasks; work under intensive
deadlines; and interact with staff, technical vendors and others encountered in the course
of work.
Incumbents may occasionally need to travel to various city locations or to off-site
meetings as necessary and as the assignment demands.
