RECOMMENDED ACTION:
Adopt Resolution No. 2 00 I- I$9 approving plans and specifications and authorizing the
City Clerk to advertise for bids for the 2000/01 Pavement Overlay Project, Project No. 3667-4.
ITEM EXPLANATION:
The 2000/01 Pavement Overlay Project is part of the City’s ongoing pavement maintenance program. Streets selected for this project are generally older streets with considerable wear and/or
cracking (see Exhibit I). As part of this overlay project, some streets will have curb and gutter replacement, gutter drains, and/or full depth reconstruction. Plans and specifications have been
completed and are ready to be advertised for construction bids.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under Section 15301
Class 1 (C) of the Public Resources Code (California Environmental Quality Act).
FISCAL IMPACT:
The estimated cost to complete this project is:
Construction (Engineer’s Estimate) $1394,287
Construction Contingency (I 0%) $159,429

The total estimated cost of the project is $1,865,316. Sufficient funds will be available from existing
available balances and the annual CIP appropriation for pavement management, which is
scheduled to occur July I, 2001, prior to the award of this contract.

RESOLUTION NO. 2001-149
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE 2000/01 PAVEMENT
OVERLAY PROJECT, PROJECT NO. 3667-4.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to repair and resurface asphalt streets; and
WHEREAS, the plans and specifications for furnishing of all labor, material, tools,
equipment, transportation and other expenses necessary or incidental for said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents as presented are hereby
approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, Notice to Contractors Inviting Bids for the 2000/01 Pavement
Overlay Project, Project No. 3667-4.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 5th day of June 9 2001 by the following vote, to
