Adopt Resolution No. g&?/ - 170 accepting bids and awarding a contract for the
construction of the traffic signal at Aviara Parkway and Kestrel Drive, Project No. 3369-2.
ITEM EXPLANATION:
On March 27, 2001, the City Council approved the plans and specifications for the traffic signal at
Aviara Parkway and Kestrel Drive, and directed the City Clerk to advertise for construction bids.
On May 21, 2001, the following six (6) sealed bids were received:
1. T&M Electric, Inc. $94,900
2. Matt Gardner Construction, Inc. $103,426
3. DBX, Inc. $116,469
4. Lekos Electric, Inc. $123,700
5. HMS Construction $126,160
6. Select Electric, Inc. $139,337
The Engineer’s Estimate for construction of the traffic signal was $90,000. The lowest responsible
bidder is T&M Electric, Inc., at $94,900. The documents submitted by T&M Electric, Inc., for the
project have been reviewed and analyzed by staff and found to be in order. Staff, therefore,
recommends the award of the traffic signal construction contract to T&M Electric, Inc.
ENVIRONMENTAL REVIEW:
This project is a Class 1 Categorical Exemption and is therefore exempt from the environmental
review process under provisions of the California Environmental Quality Act (CEQA), Section 15301
(f). A Notice of Exemption will be issued by the Planning Director.
FISCAL IMPACT:
The project cost breakdown is as follows:
Funds in the amount of $332,162 are available in the Alga Road Assessment District Fund for the
construction of this project. The remaining funds will be used for the design and construction of
three more traffic signals on Aviara Parkway. Staff will be returning to Council in the future to
address additional funding for these future traffic signals.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF THE TRAFFIC
SIGNAL AT AVIARA PARKWAY AND KESTREL DRIVE,
PROJECT NO. 3369-2.
WHEREAS, the City Council of the City of Cartsbad, California, has determined it
necessary, desirable and in the public interest to construct the traffic signal at Aviara Parkway
and Kestrel Drive; and
WHEREAS, six (6) sealed bids were received on May 21, 2001 for the project; and
WHEREAS, the lowest responsive, responsible bid for the project was submitted by T&M
Electric, Inc., in the amount of $94,900.
WHEREAS, there are sufficient appropriations available to complete the traffic signal;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the low bid submitted by T&M Electric, Inc., in the amount of $94,900, is
hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City
for the construction of the traffic signal at Aviara Parkway and Kestrel Drive.
3. That the City Manager is hereby authorized to approve construction change
orders up to $28,470.

1 4. That the award of this contract is contingent upon the bidder submitting the lowest
2 responsive bid executing the required contractand submitting the required bonds and insurance
3 policies, as described in the contract, within twenty (20) days of adoption of this resolution.
4 The City Manager may grant reasonable extensions of time.

6 PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
7 held on the _ 26th day of June I 2001 by the following vote, to
8 wit:
9 AYES: Council Members Lewis, Kulchin, Finnila, Nygaard, and Hall.
