CITY hIOR= RECOMMENDED ACTION: Adopt Resolution No. Aoo /- /9 7 approving the Rebuild America Partnership Agreement with the U.S. Department of Energy Rebuild America Representative, the San Diego Regional Energy Office, to assist with the development and implementation of an energy action plan for the City; and authorizing the City Manager to execute on behalf of the City. ITEM EXPLANATION: In an effort to minimize the City’s reliance on scarce energy resources, an “Energy Management Strategy” team comprised of four Public Works Management employees has convened to evaluate energy conservation, procurement, self-generation and demand management opportunities for the City. The goal is not only to reduce the fiscal burden of increasing electrical prices, but also to fulfil1 our obligation to reduce the likelihood/frequency of rolling blackouts. To that end, staff met with the San Diego Regional Energy Office (SDREO) to assess technical assistance opportunities. SDREO staff informed us of the Rebuild America program available through the U.S. Department of Energy, which provides technical assistance via local program representatives. The San Diego Regional Energy Office has been selected as the program representative for the San Diego region. The attached “Executive Acceptance by Lead Partner Organization” requires that the City develop an action plan, with the assistance of the SDREO staff. In return, the City will receive technical assistance from SDREO and consultant staff (contracted by SDREO) to conduct a field audit of the City’s energy use, develop the action plan, and identify and acquire other technical and financial resources. Generally, Rebuild America, a U.S. Department of Energy program, offers communities a comprehensive resource network of efficient energy and building solutions. What a community chooses to achieve and who it involves is completely up to the individual community. Like a company’s business plan, or a government’s economic development strategy, Rebuild America requires its participants to think through their energy choices and objectives and reduce them to paper - an Action Plan. This, by the way, is the program’s only real requirement. Your Program Rep can provide you with the resources to develop your Action Plan, and examples of plans produced by other partnerships. Think of it as a vehicle to help you target the biggest and best energy savings opportunities in your community and focus on the steps and resources required to capture those opportunities. Rebuild America is a Tool Kit Getting Started Think of Rebuild America as a toolkit that you can access to The first step in joining Rebuild America is for a community help create a “blueprint” of your own design. Partnerships may be led by anyone and may comprise any combination of public and private organizations, and must include a representative of state or local government. DOE provides assistance, products, and services to help community Partnerships plan and carry out activities that improve their com.nmnity’s buildings while reducing energy consumption. DOE and the Rebuild America Partnership agree that: Investing in our communities through improved energy efficiency in buildings is a win-win opportunity for our communities and the nation. Energy-efficient buildings reduce energy costs, increase available capital, spur economic growth, and improve working and living environments. Rebuild America provides a viable strategy to achieve these goals, through its Partnerships’ activities and through its network of business, financial, and technical experts. DOE agrees to: l Assign a Program Representative (the San Diego Regional Energy Office) who will be the point of contact for the Partnership with DOE. The Program Rep will assist the Partnership in the development and implementation of its community energy-efficiency program. l Recognize the Partnership and its activities locally, statewide and nationally. l Promote exchanges of information and provide guidance, workbooks, and reference contacts including complementary DOE and other Federal, State and Local programs. Support peer exchange conferences to aid in replicating successes throughout the United States. l Support workshops on applicable energy, business, finance, and organizational topics. l Maintain a Rebuild America web site creating a single point of reference for partnership and program information, peer exchange elements, calendar of events, “toolbox” of resources, and links to various other complimentary programs.
