APPROVAL OF THE ENCINA WASTEWATER
MTG. 7/10/01 AUTHORITY FY 2002 OPERATING AND
DEPT. PW/O&M CAPITAL PROGRAM BUDGETS CITY MGR.
RECOMMENDED ACTION:
Adopt Resolution No. -?x approving the Encina Wastewater Authority FY 2002 Operating
Budget; and
Adopt Resolution No. &&XI/ -,?y approving the Encina Wastewater Authority FY 2002 Capital
Budget.
ITEM EXPLANATION:
At its meeting of May 23, 2001, the Joint Advisory Committee (JAC) approved recommendations for
the Encina Water Pollution Control Facility (EWPCF) Fiscal Year 2002 Operating and Capital Program
Budgets. The Encina Wastewater Authority (EWA) is now requesting the City Council’s review and
approval of these budgets.
The Operating and Capital Program Budgets consist of various facilities and programs that are
operated, maintained and administered by EWA on behalf of the member agencies. The proposed
final EWA Operating and Capital Program Budgets are summarized below.
EWA Operating Budget. The Encina Operating Budget for fiscal year 2002 is $8,824,067, an increase
of $228,129, or 3%, over the current year budget. This budget includes funding to treat and dispose of
13.1 billion gallons, or 36 million gallons per day, of wastewater. The majority of the increase is due to
additional purchases to operate physical-chemical processes to maintain plant capacity. This increase
is partially offset by a corresponding reduction in natural gas and electrical usage. There is also
additional funding in the budget to reflect anticipated merit increases and recommended general
compensation adjustments.
EWA Capital Budget. The overall EWA Capital Budget for fiscal year 2002 is $1 O,967,395,.an increase
of $6,672,319, or 155% over the current year. The bulk of the increase is due to the construction of the
flow equalization facilities at an estimated cost of $9.5 million. Other increases also include continued
program management services for Phase V Expansion Project, as well as a study of bio-solids
management alternatives.
.FISCAL IMPACT:
In accordance with the current Encina Basic Agreement, the City of Carlsbad’s share of the EWA 2002
Fiscal Year Operating Budget is $2,140,240, and $2,719,267 for the Capital Budget. Compared to the
current fiscal year, this represents a 7.7% increase in the City’s share of the Operating Budget and a
166% increase in the City’s share of the Capital Budget. The Capital Budget increase is due primarily to
construction costs for the flow equalization facilities.
Currently, the City of Carlsbad’s Preliminary Operating Budget and Capital Improvement Program show
appropriations for operating payments to Encina of $2,303,706 and $2,883,377 for capital
improvements. The attached resolution approves the EWA budgets and adjusts the City’s Sanitation
fund budgets as shown in the City of Carlsbad’s Preliminary Operating budget for FY 2001-2002 to the
amounts presented here.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA APPROVING
THE 2001-2002 FISCAL YEAR OPERATING BUDGET
OF THE ENCINA WASTEWATER AUTHORITY
WHEREAS, the City of Carlsbad is a member agency to the Encina Joint Powers
Agreement entered into on July 13, 196 1, for the acquisition, construction, ownership, operation
and maintenance of the Encina Joint Sewer System; and
WHEREAS, the Encina Agreement requires approval for the budget of the Encina
Wastewater Authority (EWA) by the Member Agencies following the recommendation of the
Joint Advisory Committee (JAC); and
WHEREAS, the City Council of the City of Carlsbad desires to approve said budget and
provide for the payment of its share such expenses in accordance with the allocation provided in
the Basic Agreement; and
WHEREAS, there are projected to be sufficient funds in the Sanitation fund for the
payments as they become due.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the Carlsbad of
Carlsbad, California as follows:
1. That the Fiscal Year 2001-2002 Operating Budget of the EWA as approved by JAC
on May 23,2001, in the amount of $8824,067 is hereby approved.
2. That the City of Carlsbad’s share of the EWA 2001-2002 Fiscal Year Operating
Budget in the amount of $2,140,240 is hereby approved and the Finance Director is instructed to
amend the Operating budget for the Sanitation fund for fiscal year 200 l-02 accordingly.
3. That the City Manager is hereby authorized to make payment on behalf of the City of
Carlsbad to EWA in accordance with the budget as approved by JAC pursuant to the Encina

City’s contribution.

by JAC on May 23,2001, in the amount of $10,967,395 is hereby approved.
