ENG CITY OF CARLSBAD - AGENDA BILL TITLE: AUTHORIZATION OF REIMBURSEMENT TO SHEA HOMES, INC. AND GVP CONSULTANTS FOR THE CONSTRUCTION OF A TRAFFIC SIGNAL AT THE PALOMAR AIRPORT ROAD AND HIDDEN VALLEY ROAD INTERSECTION PROJECT NO. 35891 CITY MGR. a- RECOMMENDED ACTION: Adopt Resolution No. &?a6 1-20 3 authorizing the Finance Director to reimburse Shea Homes, Inc. $111,365 for the installation of a traffic signal at the Palomar Airport Road and Hidden Valley Road intersection, and pay GVP Consultants $2,500 for reimbursable auditing expenses. ITEM EXPLANATION: Condition 103F of Planning Commission Resolution 3591 for CT 92-02, “Sambi”, required the installation of a traffic signal at the intersection of Palomar Airport Road and Hidden Valley Road. The traffic signal at the Palomar Airport Road and Hidden Valley Road intersection is included in the City’s Capital Improvement Program (CIP). Therefore the traffic signal is qualified for reimbursement of the construction and related costs from Public Facility Fee (PFF) funds. On March 14, 1997, Shea Homes, Inc. awarded a contract to Hazard Construction Company for work, including the amount of $96,000 for the construction of a traffic signal at the Palomar Airport Road and Hidden Valley Road intersection. The improvements were accepted by the City of Carlsbad on November 22, 1999. Shea Homes, Inc. submitted documentation for reimbursable expenses and requested reimbursement. A qualified auditing engineer, GVP Consultants, was retained by the Public Works Department to review and analyze the reimbursable expenses. The audit report makes allowances for non-labor and non-materials reimbursable costs for bonding, liability insurance, plan check fees, inspection fees, design and overhead. GVP Consultants advised that valid reimbursable expenses for the traffic signal total $113,865. Staff concurs with the report and recommends that Shea Homes, Inc. be reimbursed $111,365 for the installation of the Palomar Airport Road/Hidden Valley Road traffic signal, and that GVP Consultants be paid $2,500 for reimbursable auditing expenses. The Planning Commission approved a Mitigated Negative Declaration for CT 92-02 on December 15, 1993. The traffic signal was installed pursuant to the conditions of approval for CT 92-02. AND GVP CONSULTANTS FOR CONSTRUCTION OF A TRAFFIC SIGNAL AT THE PALOMAR AIRPORT ROAD AND HIDDEN VALLEY ROAD INTERSECTION PROJECT NO. 35891 WHEREAS, installation of a traffic signal at the Palomar Airport Road and Hidden Valley Road intersection was a condition of CT 92-02; and WHEREAS, the traffic signal is included in the City’s Capital Improvement Program (CIP); and WHEREAS, Shea Homes, Inc. installed said traffic signal; and WHEREAS, Shea Homes, Inc. requests reimbursement in the amount of $111,365 for the installation of said traffic signal; and WHEREAS, an audit was conducted for a reimbursable fee in the amount of $2,500 and the Public Works Director approves total reimbursement, including the audit, in the amount of $113,865; and WHEREAS, the Public Works Director requests that the City Council authorize the Finance Director to reimburse Shea Homes, Inc. in the amount of $111,365 for the installation of said traffic signal and pay GVP Consultants in the amount of $2,500 for auditing expenses. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Finance Director is hereby authorized to reimburse Shea Homes, Inc. in the amount of one hundred eleven thousand, three hundred and sixty five dollars ($111,365) for the installation of a traffic signal at the Palomar Airport Road and Hidden Valley Road intersection. That the Finance Director is hereby authorized to pay the auditing engineer, GVP Consultants in the amount of two thousand, five hundred dollars ($2,500) for reimbursable auditing expenses in connection with traffic signal at the Palomar Airport Road and Hidden Valley Road intersection.
