1. City Council adopt Resolution No. &&? / ‘J%accepting Enforcement the California Law
Equipment Program High Technology Grant funds and appropriating the funds to support various
police department technology and equipment needs.
ITEM EXPLANATION:
The City of Carlsbad has been awarded funding under the State of California Budget Act of 2000,
Assembly Bill 1740 in the 1999-2000 session, California Law Enforcement Equipment Program
(CLEEP) in the amount of $128,346.
These one-time funds can be used only to enhance but not replace law enforcement budgets for
the purchase of high-technology equipment. This could include items such as computers, cellular
phones, night vision equipment, software, digital cameras, and other high-technology equipment.
The police department is requesting that the funds be appropriated for the purchase of the
following: Safety Center building security system upgrades (45,000) interview room equipment
upgrades (12,000) surveillance equipment (5,500) upgraded traffic radar units (17,500), motor
officer radio belts (3,000) radio headsets (4,500) night vision equipment (7,000) laptop computers
for task force officers (7,500) computer upgrade for crime mapping (3,000) evidence program
equipment (3,000) industrial refrigeration unit for evidence preservation (20,346).
If the proposed expenditures are acceptable, staff recommends that the City Council approve the
attached resolution accepting the funding and appropriating funds to the projects as noted above.
FISCAL IMPACT:
The total cost is $128,346, fully funded by the California Law Enforcement Equipment Program High
Technology Grant.

SPECIFIC PROJECTS UNDER THE CALIFORNIA LAW
ENFORCEMENT EQUIPMENT PROGRAM HIGH TECHNOLOGY
GRANT
WHEREAS, the City Council of the City of Carlsbad accepted funding from the State of
California Budget Act of 2000, Assembly Bill 1740 in the 1999-2000 session, California Law
Enforcement Equipment Program (CLEEP) in the amount of $128,346; and

WHEREAS, the City Council selected projects and funding allocations to include: Safety
Center building security system upgrades (45,000), interview room equipment upgrades (12,000)
