ENG TITLE- APPROVAL OF PLANS AND SPECIFICATIONS FOR SIDEWALKS, STREET LIGHTING AND MEDIAN LANDSCAPE ON ALGA ROAD FROM EL CAMINO REAL TO EL FUERTE; FINDING OF ENVIRONMENTAL COMPLIANCE AND AUTHORIZING ADVERTISEMENT FOR BIDS, PROJECT NOS. 3560,3616 AND 3637 RECOMMENDED ACTION: Adopt Resolution No. 2001-d 40 approving the plans and specifications for the construction of sidewalks, street lighting and median landscaping on Alga Road from El Camino Real to El Fuerte; finding of environmental compliance and authorizing the City Clerk to advertise for bids, Project Nos. 3560, 3616 and 3637. ITEM EXPLANATION: The purpose of this project is to upgrade the street lighting on Alga Road to meet minimum City standards for a major arterial roadway as well as to improve the landscaping in the median and add additional sidewalk on Alga Road to provide a more aesthetic appearance and aid pedestrian traffic, including children walking to school. The current lighting and landscaping was constructed when the area was under San Diego County jurisdiction. The street lighting and median landscaping along Alga Road has been proposed for several years, but was only recently included in the Capital Improvement Program budget. The property owner (currently Villages of La Costa) will be required to construct the median landscaping improvements on Alga Road from El Camino Real to 4,663 feet east of the intersection with El Camino Real as a condition of approval for development of the vacant land north of Alga Road. Staff recommends that the City Council approve the plans and specifications, find environmental compliance and authorize the City Clerk to advertise for bids for the construction of these improvements. ENVIRONMENTAL REVIEW: This project has been determined to be exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption. Pursuant to the State CEQA Guidelines, Section 15301 (Existing Facilities) the project involves the minor alteration (i.e., new median landscaping, replacement of median curb, replacement of street lighting, new sidewalks, and related physical improvements all within the existing street right of way) involving no or negligible expansion of use. The Planning Director has filed a Notice of Exemption and a Notice of Determination was issued upon approval of the Capital Improvement Program. FISCAL IMPACT: Fifteen property owners have previously signed Future Improvement Agreements (FIA), which obligate them to pay a portion, approximately $66,000, of the improvement costs. A letter was sent to these property owners informing them of their pending obligation. The City will bill these property owners after construction is complete and the actual costs are determined and proportionately spread to these properties. WHEREAS, the City Council of the City of Carlsbad has reviewed, analyzed and :onsidered the Notice of Exemption for this project that was filed on June 22, 1998; and WHEREAS, plans and specifications for the construction of sidewalks, street lighting and nedian landscaping on Alga Road from El Camino Real to El Fuerte, Project Nos. 3560, 3616 and 3637 have been prepared and are on file in the Engineering Department of the City of zarlsbad and are incorporated by reference herein. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, zalifornia, as follows: 1. 2. 3. That the above recitations are true and correct.
