ENCLOSURE FOR THE EMERGENCY CHLORINE
SCRUBBER SYSTEM AT THE CARLSBAD SWIM COMPLEX - CONTRACT NO. FACOl-11

RECOMMENDED ACTION:
Adopt Resolution No. a&I I- 24 I accepting the bid of $39,727 and awarding the
contract to Lesicka Construction to install a containment enclosure for the emergency
chlorine scrubber system at the Carlsbad Swim Complex - Contract No. FACOl-11.
ITEM EXPLANATION:
On May 1, 2001, Council awarded a contract to manufacture and install an
emergency chlorine scrubber system at the Carlsbad Swim Complex. An emergency
chlorine scrubber system will prevent toxic chlorine gas from escaping into the
atmosphere and avert a potential health and safety concern to the public. The
containment enclosure is needed to protect the chlorine scrubber system from
potential vandalism and/or weather damages. In addition, the enclosure serves as a
secondary containment for safety purposes.
On June 12,2001, City Council approved contract documents and special provisions,
and authorized the City Clerk to advertise for bids for this project. Two bids were
received, opened, witnessed and recorded on July 19, 2001. The bids were reviewed by the staff of Purchasing, Recreation and the General Services of Public
Works and were as follows:

Lesicka Construction submitted the lowest bid. Therefore, staff recommends the
contract be awarded to Lesicka Construction, the lowest responsive bidder, in the
amount of $39,727. Staffs estimated cost for this project is $48,000. The contractor’s
registration and bonds are in order and references are satisfactory. Contract
documents are on file in the General Services.of Public Works office.
ENVIRONMENTAL REVIEW:
This project has been determined to be exempt from environmental review per
CEQA- Class 1 (c), Minor alteration of existing facility.
FISCAL IMPACT:
The project cost is $39,727. Funding is available is available in the City’s C.I.P.
Program budget to complete this project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING
THE EXECUTION OF CONTRACT NO. FACOl-11 TO INSTALL A
CONTAINTMENT ENCLOSURE FOR THE EMERGENCY
CHLORINE SCRUBBER SYSTEM AT THE CARLSBAD SWIM
COMPLEX
WHEREAS, bids have been received by the City of Carlsbad, California to install a
containment enclosure for the emergency chlorine scrubber system at the Carlsbad Swim
Complex; and
WHEREAS, the lowest responsive bid received was submitted by Lesicka Construction
in the amount of $39,727; and
WHEREAS, the total cost of this project is $48,000 including contingency funds; and
WHEREAS, sufficient funds are available in the Capital Improvement Program budget.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.
2. The bid of $39,727 by Lesicka Construction to install a containment enclosure for the
emergency chlorine scrubber system at the Carlsbad Swim Complex, and a
contingency account of $8,000 is hereby accepted.
3. The Purchasing Officer is hereby authorized to execute a purchase order for this
project.

4. That the Mayor of the City of Carlsbad is hereby authorized and directed to executr
a contract for and on behalf of the City of Carlsbad.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carl&ad CiQ
Council held on the 7th dayof Auqust ,2001, by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Nygaard and Hall.
