ENG CITY OF CARLSBAD -AGENDA BILL TITLE- -’ REVISE THE PRIMA FACIE SPEED LIMIT UPON ALGA ROAD FROM EL CAMINO REAL TO MELROSE DRIVE RECOMMENDED ACTION: Introduce Ordinance No. N S -s9 7 to establish a 50 mile per hour prima facie speed limit upon Alga Road from El Camino Real to its intersection with Melrose Drive. ITEM EXPLANATION: Alga Road is designated as a major arterial on the Circulation Element of the General Plan and has a 50 mile per hour design speed. It has a posted speed limit of 45 miles per hour established in 1987. Alga Road is 2.4 miles in length and follows a curvilinear alignment. It has been constructed to City standards with curb and gutter, a raised median, bicycle lanes, sidewalk and street lights in many locations. The centerline grade varies between 1.5% and 9.9% and volumes range from 23,000 vehicles per day near El Camino Real to 11,900 vehicles per day near Melrose Drive. Five of the streets intersecting Alga Road are controlled with traffic signals. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting on July 2, 2001, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to revise the prima facie speed limit upon Alga Road. The Commission recommended by a 4-O vote to establish a 50 mile per hour prima facie speed limit upon Alga Road from El Camino Real to its intersection with Melrose Drive. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. FISCAL IMPACT: Installing ten speed limit signs on Alga Road between El Camino Real and Melrose Drive will cost about $1,250. EXHIBITS: 1. Location Map. 2. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended )y the revision of Section 1044.090 to read as follows: “10.44.090 Aloa Road. Upon Alga Road from El Camino Real to its intersection with Melrose Drive the prima facie speed limit shall be fifty miles per hour.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to )e published at least once in a newspaper of general circulation in the City of Carlsbad within ifteen (15) days after its adoption.
