PCH RECOMMENDED ACTION: Adopt Resolution No. $700/ *3L% approving out-of-state travel for a Purchasing Department staff member to attend “best practices” procurement training in Las Vegas, Nevada. ITEM EXPLANATION: The City of Carlsbad Purchasing Department staff works to maintain expertise in the areas of procurement strategies and solutions, techniques to streamline the purchasing function, procurement law issues, materials management, and general reduction of costs while increasing operational efficiencies. A training conference titled “Summit on Best Practices in Procurement for Cities, Counties and Municipalities” will be held in Las Vegas, Nevada during the week of October 29-31, 2001. The conference consists of presentations by public agencies and private organizations of case studies and action plans that demonstrate successful techniques used to meet current procurement and contracting challenges. These challenges include developing offline and online purchasing strategies, co-operative purchasing, creation of internal purchasing “teams”, managing suppliers in a political environment and developing a service mindset among purchasing staff members. Presenting organizations include the Port of Los Angeles, San Diego County, Kennedy School of Government at Harvard University, Deloitte Consulting, and various municipalities from across the country. Staff feels that knowledge gained at this training conference will benefit the Purchasing Department and the City. FISCAL IMPACT: The total cost for the staff member to attend the three-day training will be approximately $1,875.00. Funds are available in the Purchasing Department budget. EXHIBITS: 1. WHEREAS, the City Council concurs that it is in the public interest to authorize out-of- state travel for a Purchasing Department staff member to attend this training. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carisbad, California, as follows: 1. That the above recitations are true and correct 2.
