Adopt Resolution No. acot” 26-3 accepting the bid of $92,937.25 and awarding the contract to Ron
Locke Construction for Concrete Replacement in accordance with Contract No. STS2001-01.
ITEM EXPLANATION:
Due to aging infrastructure, it becomes necessary to replace sections of curb, gutter and sidewalk
as they become cracked and/or raised so as to reduce trip hazards, and thus liability, throughout the
City. Staff conducted an inventory and identified those areas most in need of repair or replacement
in this year’s contract. No trees will be impacted in the completion of this contract.
On June 5, 2001, City Council approved contract documents and special provisions, and authorized
the City Clerk to advertise for bids for Concrete Replacement, Contract No. STS2001-01. Five bids
were received, opened, witnessed and recorded on August 1,200l.

The bid amounts ranged from $92,937.50 to $147,975.40. The staff of the Purchasing Department
and Street Maintenance Division reviewed the bids. Ron Locke Construction submitted the lowest
Did. Therefore, staff recommends the contract be awarded to Ron Locke Construction, the lowest
-esponsive bidder, in the amount of $92,937.25. The contractor’s registration and bonds are in
xder and references are satisfactory. Contract documents are on file in the Public Works/Street
vlaintenance Division office.
FISCAL IMPACT:
After including a 25% contingency ($23,234.31), the total project cost is $116,171.56. Funding is
available in the Street Maintenance budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING
THE EXECUTION OF CONTRACT NO. STS2001-01 FOR

CONCRETE REPLACEMENT.
5 WHEREAS, bids have been received by the City of Carlsbad, California for Concrete
6 Replacement Contract No. STS2001-01; and,
7 WHEREAS, the lowest responsive bid received was submitted by Ron Locke
8 Construction in the amount of $92,937.25; and,
9 WHEREAS, sufficient funds for this contract are available in the Street Maintenance
1o budget; and
11 WHEREAS, the award of this contract is contingent upon the contractor executing the
12 required contract and submitting the required bonds and insurance policies, as described in the
13 contract, within twenty days of adoption of this resolution. The City Manager may grant
14 reasonable extensions of time; and,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 15
California, as follows:

1. The above recitations are true and correct.
2. The bid of $92,937.25 by Ron Locke Construction for Concrete Replacement,
Contract No. STS2001-01 is hereby accepted and the Mayor is hereby authorized to
execute the contract.

3. The Purchasing Officer is hereby authorized and directed to issue a purchase order to
this contractor.
