Adopt City Council Resolution Nos. &0/-a& and a-&yappointing two members to the
Housing Commission.
ITEM EXPLANATION:
The term of Renee Huston will expire in July, 2001. Ms. Huston has served 1.5 months in the
category of member at large.
The term of Doris Ritchie will expire in July, 200 1. Ms. Ritchie has served three years in the
category of member at large.
The other three members of the Housing Commission and their categories are: C. Charles
Griffin (Rental Assistance - Senior), Roy Latas (Rental Assistance - General), and Ed Scarpelli
(Member at Large).
NOTE: Members of the Housing Commission are subject to the Political Reform Act
and must file Statements of Economic Interests.

QUALIFICATIONS: Thirty-five years mid to top level executive management experience in planning, coordinating, decision making and problem solving with multi-disciplined service
support and logistic support otganizations within both public and the private sector. Responsible
for the development of strategic long and short range business development and marketing plans together with associated personnel, fiscal and logistic support plans designed to enhance and support business growth and expansion. Skilled in assisting businesses, both large and small, identify and develop new business opportunities within the Government, Private and Academic sector. Examples of new business opportunities developed for evolving businesses
include Base Operations and Support Services, Facility Maintenance, Vehicle and Equipment Maintenance, Construction (JOC, IDQ, Multi-trade), and Electronic Maintenance and Repair.
Qualifications include the development of prescriptive strategic alliances with select large and
small/small disadvantaged businesses to facilitate pursuit of diverse business opportunities with

ACCOMPLISHMENTS:
Recently succeeded in having $3M Government contract for the maintenance and repair of 900 military family housing units set aside for a Small Disadvantaged 8(a) business. This constituted a major diversification of the company’s business base. Captured large Custodial contract for the same company less than twelve months later. Also succeeded in obtaining credit card purchase of varied maintenance and repair services for over 6,500 military family housing units.
Developed proposal and business approach that enabled East Coast Business to capture a multi-
year Custodial Contract, valued at $SM per annum, at the Kennedy Space Center.
Assisted start up company market and capture Job Order Contracts (JOC) with the Ciiy of Chicago School System and the City of Los Angeles-Earthquake Recovery Office. Also helped introduce the JOC concept to the University of Illinois, Rutgers, the City of San Diego and the California Highway Department.
Succeeded, during seven year tenure as Vice President, Marketing/Business Development, in assisting a Small Disadvantaged 8(a) Business emerge as a large diversified support service
company with gross annual sales in excess of $50M per year. Expanded firms business base into the construction industry (JOC, IDQ, Multi-trade). Contracts captured included a Base Operation and Service contract at Edwards AFB; a JOC for military bases in Charleston. S.C. following Hurricane Hugo, and a multi-trade contract at MCRD, Parris Island, S.C. Also enabled company
to establish viable business relations, for the joint pursuit of business in a prime or sub-contractor
relationship, with such firms as Lockheed Services, J. A. Jones Management Services, Johnson Controls, Bendix, Bechtel National, Boeing Aerospace, Grumman Aircraft Systems, Northrop, Ralph M. Parsons and others. Business opportunities pursued were in the Government, Private and Academic communities.
Succeeded as Marketing/Business Development Consultant in assisting. Small/Small Disadvantaged Businesses in the electronics and software industry establish strategic alliances with larger corporate entities thereby enabling pursuit of larger and more diversified contracts.

Recently assisted small start up company capture a small shelf stocking and custodial contract at
the Sierra Army Depot and a minor construction contract at MCB, Camp Pendleton, California.

Directed, as a Corporate Department Manager, an electronic depot maintenance and logistic support activities for a large multi-function logistic service support department involved in the
repair, modification, and refurbishment of aviation and ground related electronic equipment and
systems. Reduced department overhead while simultaneously modemizing depot facilities and
technical capabilities; to include enhancement of employee technical skills.
As Director of a Supply and Services Department, I succ8ssfully directed the operations of a
large material and service support organization having seven diverse functional areas and 134
technical and non-technical personnel.
As Assistant Officer-in-Charge, I was responsible for organizing and directing a government activity responsible for the total development and operation of an Indo-Chinese refugee camp within the State of California; and, the subsequent physical care of over 17,800 displaced
personnel. Responsible also for the procurement, coordination and ultimate provision of requisite
ancillary services. from government and private sources, to support the physical and medical needs of the refugee population.
Coordinated and managed the provision of integrated logistic support services for the development of new government airborne electronic surveillance program (data and ConfigUratiOn management, spar8 parts determination, maintainability, reliability, etc.). Planned
and coordinated the phased geographical relocation of multiple government and corporate
activities; to include personnel, equipment, electronic and written data, records, furnishings, etc.; phase-down and phase-in activities. Provided material, equipment and other sundry support
services for geographically dispersed operational sites. Developed plans for the identification
and qualification of subcontractors. Negotiated contracts. Contract/Sub-contract Administration, Management and Supervision.

Successfully developed and implemented programs/projects providing for the maint8nanC8, repair and refurbishment of electronic equipment; construction, renovation, maintenance and
repair of government facilities; the maintenance and repair of vehicles, ground and aviation
support equipment; and operation and maintenanc8 of utility systems. Directed the provision of personnel, material and requisite service support required to satisfy contractual obligations.

Revitalized major education/training programs within private sector as well as the development

Vocational EducationfTraining:
As an Associate Dean, developed, phased-in and managed the Job Oriented Basic Skills (JOBS) program, essentially a vocational education program, for the San Diego Community College District. The JOBS program provided basic job oriented employment skills in electricity, electronics and steam propulsion to military personnel lacking the basic job oriented basic skills to attain entry into government technical schools, thereby severely limiting their opportunity for
upward mobility. As an Associate Dean, I was responsible for the overall management and operation of a College Preparatory School for military personnel selected to compete for
Reserve Officer Training Scholarships permitting enabling their attendance at any one of over 64
participating Coll8ges and Universities throughout the country.
Fiscal: Formulated and managed budgets ranging in value from $100,000 to $180 million per annum.
Awarded Meritorious Service Military: Retired from S8IViC8 with the Naval Establishment.
