APPOINTMENTS
?ECOMMENDED ACTION:
Adopt Resolution Nos. aC/ -a& 8 and a/ -265 appointing two members to the Carlsbad Arts
Commission.
ITEM EXPLANATION:
The term of Jim O’Meara expires in March, 2001. Mr. O’Meara was originally appointed in April,
1999 to fill an unexpired term and has served two years. Mr. O’Meara has indicated that he will
resign his appointment.
The term of Arthur Wood expires in March, 2001. Mr. Wood was originally appointed in April,
1992 and has served nine years.
Other members of the Commission are: Bill Lignante, Susan Pynes, Jeri Held, Felicia Shaw, and
George Willis.
NOTE: Members of the Carlsbad Arts Commission are subject to the requirements of the
Political Reform Act, and must file a Statement of Economic Interests.

Coordinate all of the Library and Information Services public services functions. Responsible
for ensuring that the information needs of our primary clientele, students and faculty, are
being met through all of our access services. Coordinate the interlibrary loan, circulation and
reserve and Media Services functions of the library. In this capacity I provide general
supervision to six Library Assistants and one Media Production Specialist.
As Assistant to the Dean I serve as the principal library faculty member in charge of the
library’s fundraising initiative, serve as the library coordinator of special events and exhibit
activities, serve as chief safety officer for the library, conduct special administrative projects
as assigned by the Dean of Library and Information Services and assume responsibility for
library operations in the absence of the Dean.
As Coordinator for University Arts and Lectures I am responsible for the solicitation of ideas
from faculty, coordination, scheduling, budgeting, correspondence and delivery of all cultural
events held on campus. In this capacity, I serve as Campus Coordinator of the CSUSM and
Center for the Arts, Escondido partnership which involves a number of co-produced events
per semester and liaison work with the Visual & Performing Arts faculty and students.

Was responsible for providing library facilities, collections and services which supported the
expanding curricular goals of a satellite campus.
Overall responsibility for the daily operation of the library included collection development,
budgeting, overseeing the circulation system, interlibrary loan, notification process and
reserve collection. Responsible for new student orientations and for providing general and
specialized bibliographic instruction as well as Dialog and CD-ROM searching instruction.

Responsible for conducting annual inventory of collection, discarding out-of-date materials,
determining binding schedules for reference indexes, maintenance of microfiche and film
reader/printers and CD-ROM stations, planning of space utilization in library, selection and
purchase of necessary furniture, equipment and supplies, proctoring exams and overseeing
two computer labs. Regularly provided reference services to students and assisted faculty
and North County staff in research activities. Was responsible for all correspondence to
campus departments, SDSU and other libraries. Compiled all statistical and annual reports.
Maintained schedules for all staff and student assistants. Supervised staff of four at North
County and staff of two at SDSU Main Campus. Created and maintained general public and
special interest mailing lists. Planned, publicized and coordinated all cultural events for the
campus and acted as chief liaison to Friends of the Library.

Managed a busy, medium-sized county branch which included supervising a staff of seven
and 17 volunteers. Was responsible for all in-branch operations as well as establishing and
maintaining vital relationships within the community through innovative programming and
sensitive outreach activities. Assisted in formation of Friends of the Library group; helped to
plan and implement a move to larger and improved quarters for the library and oversaw the
change to an automated circulation system in the new branch. Was awarded the title of “Ms.
Solana Beach” in 1983 for outstanding community service, based on work in the library.

It is with regrets that I must submit my resignation of service on the Carlsbad City
Arts Commission.
For over a year I have enjoyed my participation on the Commission and on the
committees in which I have participated. The wonderful sense of community I have
found from commissioners, staff members and volunteers has been a rich and
rewarding experience.
As many of the Council members are aware I have been very involved with our com-
munity through the Rotary Club of Carlsbad. Within the la&year my involvement with
the Rotary District, which includes San Diego and Imperial counties, has been taking
more of my time. Most recently I have been appointed assistant governor for the district.
I am looking forward to this new chaltenge and the opportunity to put forth my best
efforts AND at each opportunity to proudly acknowledge the city I care so much about.
