RECOMMENDED ACTION:
Resolution No. abOl’a% to adopt the new classifications of Environmental Specialist I/II
and Senior, Equipment Service Worker and Park Planner; and amend the General
Employees’ Salary Schedule and Conflict of Interest Code.
ITEM EXPLANATION:
Staff requests the approval to establish the following new classifications of Environmental
Specialist I/II and Senior, Equipment Service Worker and Park Planner as exhibited in
Attachments A, B, and C in the General Employees Classification and Salary Plan. Council
has previously approved the increased cost and allocation of these positions in the FY 2001-
02 Public Works and Recreation departments’ budgets.
l The Environmental Specialist I/II and Senior will perform education and outreach
activities, field investigation and inspections related to the Storm Water Program in I
compliance with National Pollutant Discharge Elimination System (NPDES) permit.
l The Equipment Services Worker will perform semi-skilled work in servicing vehicles
and equipment in Fleet Maintenance, such as lubrication and routine maintenance of
vehicles and equipment; and will perform other simple mechanical tasks. This will
relieve the current Equipment Maintenance Technicians to focus on the more skilled
duties related to fleet maintenance.
l The Park Planner will assist the Park Development Manager in the current multiple park
development projects in support of Council’s priority on park and trails development.
The following is the recommendation by staff to place these new classifications in the
general employees’ salary schedule.

Staff recommends that the General Employees’ Salary Schedule (Attachment D) be
amended to reflect these proposed additions. Further, staff recommends that the Conflict of
Interest Code (Attachment E) also be amended to reflect that the Park Planner file in
categories 1,2,3,4; and the Environmental Specialist I/II and Senior file in categories 1,2,3.

These recommendations have been submitted and agreed to by the City of Carlsbad
Employees’ Association related to the impacts on their represented members.
FISCAL IMPACT:
There is no additional fiscal impact. All of these new positions have been previously
approved by Council at the June 2001 meeting as part of the FY 2001-02 Public Works and
Recreation budgets.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, ESTABLISHING THE
NEW CLASSIFICATIONS OF ENVIRONMENTAL
SPECIALIST I, ENVIRONMENTAL SPECIALIST II,
SENIOR ENVIRONMENTAL SPECIALIST, EQUIPMENT
SERVICE WORKER AND PARR PLANNER; AND
AMENDING THE GENERAL EMPLOYEES’ SALARY
SCHEDULE AND CONFLICT OF INTEREST CODE.
WHEREAS, it is recommended to establish the new classifications of
Environmental Specialist I, Environmental Specialist II, Senior Environmental
Specialist, Equipment Service Worker and Park Planner in the Public Works and
Recreation Departments to ensure that appropriate staffing is available to complete
the necessary work of the City; and
WHEREAS, the City has met and conferred with the Carlsbad City
Employees’ Association regarding the impacts of these recommended changes to
their members.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council adopts the classifications of Environmental
Specialist I, Environmental Specialist II, Senior Environmental Specialist,
Equipment Service Worker and Park Planner as described in Attachment A, B, and
C attached hereto and made a part thereof.
3. That the City Council authorizes the amendment of the General
Employees’ Salary Schedule to include the Environmental Specialist I in salary
range 52, the Environmental Specialist II in salary range 69, the Senior

4 . That the City Council authorizes the amendment of the Conflict of

to file in categories 1,2,3,4 as shown in Attachment E, attached hereto and made a
part thereof.

CLASSIFICATION DESCRIPTION
JOB TITLE: ENVIRONMENTAL SPECIALIST I/II
DEPARTMENT: PUBLIC WORKS
BASIC FUNCTION:
Under general supervision, to perform education and outreach activities, field
investigation and inspection on industrial, commercial, and residential dischargers of
storm water to enforce and ensure compliance with storm water and environmental
protection, vehicle abatement, health and safety codes and other related ordinances; to
perform related work as required.
DISTINGUISHING CHARACTERISTICS:
The Environmental Specialist I is the entry training level in the Environmental Specialist
series. Incumbents work under the direction of the Environmental Specialist II or the
Environmental Programs Manager, performing the routine permitting, education and
outreach efforts, inspections and code enforcement activities, or assisting in inspection
and compliance activities with a more experienced inspector. Work is reviewed in
progress and/or upon completion for accuracy and completeness. Advancement to
Environmental Specialist II occurs when training is completed, and the incumbent has
acquired the requisite knowledge and abilities necessary to effectively perform the full
range of field investigations, inspections, and code enforcement work.
The Environmental Specialist II is the journey level in the environmental specialist series.
The primary responsibility of the Environmental Specialist II is to plan and organize
inspections, investigations and related activities of the Storm Water Protection Program.
Incumbents at this level are expected to work independently and schedule their work
within required timeframes to meet the objectives of the program. They handle the most
difficult and sensitive issues related to violations, court actions and the full range of
activities such as education, outreach, inspection and code enforcement associated with
the storm water and environmental protection program. Incumbents will aIso provide
guidance and training to entry and field staff in the course of their duties.
KEY RESPONSIBILITIES:
Plan, organize and participate in the permitting, monitoring, inspection, enforcement,
pollution prevention, and data management activities of the Storm Water Protection
Program and other related environmental programs in accordance with federal, state and
local laws and National Pollutant Discharge Elimination System (NPDES) permit(s).
Coordinate the investigation of storm water run-off, industrial related storm water quality
problems, complaints and violations of storm water regulations and codes.
Prepare outreach materials, conduct outreach efforts and train city staff on storm water
and environmental protection. Provide information to property and business owners,
tenants, city employees, and the general public through individual contact in the field,
over the counter, at workshops or community events, and by telephone or other
appropriate means.
Review building plans for construction and/or issue storm water discharge permits, to
identify storm water discharge sources and best management practices (structural and
non-structural) to maximize storm water and water quality protection,
Prepare notices of violation, compliance schedules in cooperation with violators, cases
for court action, and appear in court to testify in such action; prepare and maintain
records of investigations made and actions taken; maintain inspection files, records, and
logs; write reports and chronologies.
Review and determine completeness of Storm Water Pollution Prevention Plans and Best
Management Practices to maximize storm water and environmental protection.
Coordinate actions with other city, county, and state departments in educating citizens,
inspections, and enforcement of code violations when so directed.
Perform sampling and basic field testing of storm water, wastewater and other
environmental samples; determine pollutants and further need for lab testing.
Evaluate and interpret technical reports, documents, manifests, applications and permits
related to environmental regulations and compliance with local, state and federal
regulations.
Perform other related duties as assigned.
Environmental Specialist II:
Assist in the development and implementation of policies, procedures and other program
requirements for education, inspection and compliance monitoring.
Schedule work activities and inspections independently to meet program objectives in a
timely manner.
Prepare and write compliance reports and associated correspondence to regulatory
agencies.
Provide training, direction and guidance for the Environmental Specialist I and other field
staff related to carrying out the course of work.
Environmental Specialist I/II 2
Conduct and represent the City at meetings and make presentations to public interest
groups, City personnel and others as directed.
Keep current with federal, state and local regulations and their impacts on the City’s
storm water and environmental quality and protection.

EXPERIENCE AND EDUCATION:
Environmental Specialist I:
Any combination of experience and education equivai&t to a four-year degree in

engineering, or related experience which provides the knowledge, skills and abilities
described above.
Environmental Specialist II:
An additional two years of experience at the Environmental Specialist I or comparable
level which provides the knowledge, skills, and abilities described above.
SPECIAL REQUIREMENTS:
Possession of a California Class C driver’s license and evidence of a satisfactory driving
record. May be required to work after hours and weekends.
Within the first year of employment, must complete coursework related to the authority
to write citations equivalent to the CA Peace Officer Standard Training (POST) Penal
Code 832 course.
PHYSICAL/MENTAL DEMANDS AND ENVIRONMENTAL SETTING:
While performing the duties of this class, an employee is regularly required to sit; talk or
hear, in person and by telephone; use hands to finger, handle, feel or operate standard
office equipment; and reach with hands and arms. An employee is frequently required to
walk and stand. Specific vision abilities required by this job include close vision and the
ability to adjust focus to read and operate office equipment as necessary during the course
of the work assignments.

JOB TITLE: SENIOR ENVIRONMENTAL SPECIALIST
DEPARTMENT: PUBLIC WORKS
BASIC FUNCTION:
Under general supervision, supervise and coordinate the Storm Water Protection Program
and related activities associated with non-point sources water, pollution prevention, best
management practices, education and outreach, field investigation and inspection on
industrial, commercial, and residential dischargers; and perform other related duties as
assigned.
DISTINGUISHING CHARACTERISTICS:
The Senior Environmental Specialist is distinguished from the Environmental Specialist
I/II in that the Senior Environmental Specialist is the advanced technical level handling
the most complex issues. Additionally, the Senior acts as the supervisory level with
responsibility to coordinate and lead staff involved in the overall operation and
compliance of the Storm Water Protection Program.
KEY RESPONSIBILITIES:
Provide technical guidance and supervision of Environmental Specialists I/IIs in the
permitting, monitoring, inspection, enforcement, pollution prevention, and data
management activities in support of the Storm Water Protection Program and other
related environmental programs in accordance with federal, state and local laws and
National Pollutant Discharge Elimination System (NPDES) permit(s).
Supervise, train, evaluate and select staff.
Provide technical and specialized support to various City departments regarding
environmental compliance issues.
Represent City and affected department(s) to pertinent regulatory agencies, commissions,
interested parties; collects, monitors, and analyzes data; documents findings; and prepares
technical reports and recommendations.
Perform legislative review and advocacy activities on various environmental and
compliance issues as assigned. Determine potential impact on city operations and
programs and present recommendations to management.
Develop, implement and administer assigned program budgets; project and forecast
needed funds, staffing, consulting services, equipment, materials, and supplies. Monitor
approved budget and actual expenditures and recommend adjustments as necessary.
Oversee Storm Water Protection Program compliance with internal operating procedures,
and state and federal regulations related to storm water discharges, including the city’s
current Municipal Storm Water Permit and other NPDES permits, as applicable.
Provide instruction and training to subordinate staff in the techniques of sampling and
inspecting, and applicable laws, codes, ordinances and procedures governing
implementation and enforcement of environmental regulations.
Coordinate the investigation of storm water run-off quality, industrial related storm water
quality problems, complaints and violations of storm water regulations and codes.
Monitor the effectiveness of inspection, sampling and testing practices, frequencies and
priorities to meet the requirements of the Municipal Storm Water NPDES Permit, or
other requirements, as needed.
Approve outreach materials, conduct outreach efforts and train city staff on storm water

JOB TITLE: EQUIPMENT SERVICE WORKER
DEPARTMENT: PUBLIC WORKS
BASIC FUNCTION:
Under direct supervision, to perform semi-skilled work in servicing automotive and other
equipment; and to do related work as required.
KEY RESPONSIBILITIES:
Perform lubrication and routine maintenance on automobiles, trucks and heavy construction
equipment.
Change and repair tires and install and service batteries, spark plugs, light bulbs, fan belts,
brakes, and other simple mechanical parts.
Service automotive equipment with gasoline and oil; keep records of amounts used; assist in
general maintenance and cleanliness of automotive shop area.
Perform service calls; make temporary repairs, tow City vehicles; pick up and deliver vehicles to
outside garages; pick parts.
Steam clean all types of equipment.
Maintains basic maintenance and service records.
Perform other related duties as assigned.
QUALIFICATIONS:

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL CONDITIONS:
Incumbents in this class series must stand, bend, stoop and hold awkward body positions for long
periods of time in order to inspect and repair a variety of equipment. Must possess sufficient
strength and stamina to frequently lift, carry and manipulate objects, e.g., motors, equipment
parts, tools, weighing up to 40 pounds with and without the aid of lifting devices.
The work environment is in a garage that is exposed to heat, cold, dirt, dust, exhaust fumes and
other potentially toxic materials. Incumbents must periodically pick-up, deliver, and test drive
equipment as a part of the essential duties of their jobs. They are exposed to outdoor weather
conditions during the course of work.

JOB TITLE: PARK PLANNER
DEPARTMENT: RECREATION
BASIC FUNCTION:
Under general supervision, to perform park and trails planning and landscape architectural
work; to prepare plans and designs; manage projects, and to do related work as required.
KEY RESPONSIBILITIES:
Develop designs, specifications, cost estimates for landscaping, park improvements and
trail projects.
Prepare written reports, agenda bills, maps, specifications, drawings and necessary
documents related to park development and landscape architectural capital projects.
Review park and trail plans for conformance to City policies and program desires.
Schedule design and construction work related to park projects, administer contracts and
coordinate project development team.
Conduct inspections on park improvements and trails.
Coordinate and monitor performance of outside consultants and contractors.
Prepare environmental statements, conditional use permits and other planning documents
for park projects. Make presentations to the Park & Recreation and Planning Commissions
and City Council.
Act as liaison and coordinate activities with other city departments, outside adjacent
agencies, and various groups related to parks projects.
Conduct public workshops with various neighborhood communities in development of
parks and trails projects.
Interact and organize community volunteers related to trails and park projects.
Write grant proposals and research opportunities for funding of the trails project.

Experience and Education:
Any combination equivalent to the experience and education that could likely provide the
required knowledge and abilities is qualifying. A typical way to obtain the knowledge and
abilities would be:
Bachelors’ degree from an accredited college or university with major work
in landscape architecture, urban planning or closely related field, and
Two years professional or paraprofessional park development planning or
landscape architecture or related planning experience.

License:
Possession of a valid California drivers’ license.
Possession of a California Landscape Architecture License is highly desirable.
PHYSICAL/MENTAL DEMANDS AND ENVIRONMENTAL SETTING:
While performing the duties of this class, an employee is regularly required to sit; talk or
hear, in person and by telephone; use hands to finger, handle, feel or to
operate standard office equipment; and reach with hands and arms. An employee is
frequently required to walk and stand. Specific vision abilities required by this job include
close vision and the ability to adjust focus to read and operate office equipment as
necessary during the course of the work assignments.
While performing the duties, employees of this class are regularly required to use written
and oral communication skills; read and interpret narrative and statistical data, information
and documents; observe and interpret people and situations; learn and apply new
information or skills; perform detailed work on multiple, concurrent tasks; work under
intensive deadlines; and interact with staff, Council members and others encountered in the
