POL DEPT. HD. CITY ATTY. CITY MGR- I RECOMMENDED ACTION: 1. City Council hold a public hearing on COPS funding per AB 19 13, Chapter 353, Citizens Option for Public Safety. 2. That the City Council adopt Resolution No.m}-382 accepting AB 19 13 funds and interest and appropriating the funds and interest to various police department programs. I ITEM EXPLANATION: AB 19, I3 provides supplemental funding for local law enforcement. The law requires that the funds be placed in a Supplemental Law Enforcement Services Fund (SLESF). It provides that those funds only be spent to provide “front line police services” and must supplement and not supplant existing funding for front line police services. Examples of front-line services include anti-gang efforts, crime prevention, juvenile justice programs, overtime which will produce more officer time on the street, and civilian positions which free up officer time to spend on the streets. We have funded a year-round bicycle patrol for the past four years with COPS funds. The annual cost of two full-time police officers, plus benefits, overtime, and equipment, has always been less than the annual grant. Leftover monies were carried forward each year. The State Controller’s Office has recently made a determination that all unexpended balances in the Supplemental Law Enforcement Services Fund will revert to the state on June 30, 2002 if not fully expended. We currently have a balance of $85,000 from carry forwards from prior years. In addition, we received our 2000-2001 allocation of $177,913 plus $15,810 in interest, leaving us with approximately $278,723 to spend by June 30, 2002. The Chief of Police is requesting that COPS grant funds including interest be appropriated for the following: 1. The hiring of two additional police officers to increase the availability of the bicycle patrol and increase our availability to respond to community-oriented policing problems. Includes funding for salary, benefits, overtime, and necessary equipment (Approximately $240,000). 2. The hiring of a part-time defensive driving instructor. Currently, the department utilizes one of its investigators who is certified as a defensive driving instructor. Hiring a part-time civilian driving instructor will allow our investigator to spend 3. more time in the field, focusing on his primary duties. Police collisions are one of the greatest liabilities that a department faces. Presently, most officers receive driving instruction only once in their career - in the academy. Additional emergency vehicle training is provided only on an as needed basis. This driving instructor would allow the department to provide refresher training to every police employee who drives a city vehicle, as well as provide skills review for police employees with identified driving deficiencies. In addition, this instructor would teach the driving skills for the senior volunteer patrol academy (Approximately $20,000). The hiring of a part-time vehicle attendant. Currently, officers may spend several hours per week taking vehicles to fleet maintenance for weekly preventative maintenance, to the police vehicle outfitter, or to the car wash. The hiring of a part-time vehicle attendant would increase the time that our officers spend in the field by shifting these duties to the part-time vehicle attendant. In addition, the vehicle attendant would be responsible for keeping the police vehicles stocked with various safety supplies such as flares and first aid equipment, saving the officers additional time (Approximately $20,000). The department expects that the full-time positions will be absorbed through attrition after June 30, 2002, and that the part-time positions will be eliminated or re-examined during the budget process. FISCAL IMPACT: The total program cost for is approximately $280,000 and would come from COPS grant funding. EXHIBITS: 1.
