q Adopt Resolution No. &X3\ -9condemning the attack on the United States, praising those
who responded, and calling for a National Security Summit.
ITEM EXPLANATION:
On September 11 th, 2001, the United States was the victim of multiple terrorist attacks on
the Cities of New York and Washington D.C. which has resulted in the death of thousands.
In an effort to show support for the President of the United States and our dismay at the
horrific actions of that day, attached is Council Resolution No.&o1-364, which calls for the
following actions:
The City Council of the City of Carlsbad applauds the efforts of the emergency service
workers, who have demonstrated selfless heroism time and again during this crisis,
The City Council of the City of Carlsbad urges the citizens of Carlsbad to donate blood to
assist in this emergency,
The City Council of the City of Carlsbad requests that the United Conference of Mayors
holds a security conference to address various concerns.

RESOULTION NO. 2001-304
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, CONDEMNING THE ATTACK ON THE
UNITED STATES, PRAISING THOSE WHO RESPONDED, AND CALLING FOR A NATIONAL SECURITY SUMMIT
WHEREAS, on Tuesday, September 11, 2001, horrific and cowardly acts of
terrorism occurred in the United States, with direct impacts on our
nation's cities; and
WHEREAS, we, the City Council of the City of Carlsbad are shocked and
saddened by these acts; and
WHEREAS, our thoughts and prayers go out to the victims and their
families; and
WHEREAS, the Carlsbad City Council supports the President of the
United States and the United States Congress to punish those responsible
for these horrific acts; and
WHEREAS, the Carlsbad City Council, together with other local
municipalities have taken several actions to increase security in our
cities,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of
Carlsbad, California that we applaud the selfless heroism of the countless
firefighters, police officers, rescue workers, members of the National
Guard, other public servants, and volunteers across the nation; and
BE IT FURTHER RESOLVED THAT we urge everyone in the City of Carlsbad
to donate blood in order to meet current and future emergency medical
needs, and to coordinate offers of assistance with the Federal Emergency
Management Agency, as requested by New York City; and
1 BE IT FURTHER RESOLVED THAT we urge an unshaken respect for the
2 diversity of America's residents, demonstrating an understanding of the
3 freedoms that are rights to be enjoyed by every American resident and for
4 which thousands of citizens, residents, and visitors lost their lives
5 unwittingly protecting in the events of Tuesday, September 11, 2001; and
6 WHEREAS, the United States Conference of Mayors will convene a
7 National Security Summit to address a broad array of issues including
8 airport service and personnel security, emergency management and
9 preparedness, building safety, and water system protection, and will seek
10 the active participation of the President's Administration in this critical
11 initiative.
