RECOMMENDED ACTION:
Introduce Ordinance No. N s-60,/ amending Title 2, Chapter 2.08 of the Carlsbad
Municipal Code by the amendment of Section 2.08.020 and adopt Resolution No. $60/-3/l
adjusting the compensation of the City Treasurer.
ITEM EXPLANATION:
Government Code section 36517 provides that the City Treasurer shall receive a
compensation fixed by ordinance or resolution of the City Council.
The City Council has adjusted the City Treasurer’s compensation in the years of 1968, 1973,
1980,1983,1985,1989 and 1995. The City Treasurer’s current compensation is $700 per
month.
Since the last adjustment of the compensation of the City Treasurer, the portfolio of funds for
which he is responsible has substantially increased necessitating increased cash flow and
investment management and the increase in compensation recognizes these factors. The
proposed ordinance adjusts the City Treasurer’s compensation by $100 per month. In
addition, the ordinance authorizes the City Council to establish an automobile allowance for
necessary mileage and expenses incurred by the City Treasurer in the performance of his
official duties. The resolution increases the automobile allowance from $100 per month to
$200 per month reflecting the increased amount of travel necessitated by the increase in the
portfolio and is a fair and reasonable reimbursement for the actual expenses incurred in the
performance of the duties required by this office.
The salary adjustment would become effective 30 days after the adoption of the ordinance.
The increased auto allowance will become effective upon the adoption of the resolution.
FISCAL IMPACT:
The fiscal impact resulting from this action will be an increase in compensation of the City
Treasurer of $100 per month and an increase in the auto allowance of $100 per month for a
total annual fiscal impact of $2400.

amended to read as follows:
“2.08.020 Compensation of citv treasurer
(a) The compensation of the City Treasurer is fixed at the sum of $800
(eight hundred dollars) per month payable biweekly.
(b) In addition, the City Treasurer shall receive an automobile allowance
as established by resolution of the City Council.”
EFFECTIVE DATE: This ordinance shall be effective thirty days after its
adoption, and the City Clerk shall certify the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad
within fifteen days after its adoption.

RESOLUTION NO. 2001-311
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, INCREASING THE CITY
TREASURER’S MONTHLY AUTOMOBILE ALLOWANCE
WHEREAS, the Office of the City Treasurer is established by Title 2,
Chapter 2.08 of the Carlsbad Municipal Code; and
WHEREAS, the performance of the City Treasurer’s duties reflects
increased travel necessitated by the increase in the transactions in the portfolio; and
WHEREAS, the increase is a fair and reasonable reimbursement for the
actual expenses incurred in the performance of the duties required by this office,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That Resolution No. 95-154 is repealed.
3. That the City Treasurer shall receive an automobile allowance of $200
per month.
