HomeMy WebLinkAbout2001-10-09; City Council; 16388; Livable Streets Implementation ActionsCITY OF CARLSBAD -AGENDA BILL 4B# 1 6 ) 3m TITLE- -- 10-9-O I LIVABLE STREETS JITG. 8/21/01 IMPLEMENTATION ACTIONS RECOMMENDED ACTION: Introduce Ordinance No. r&-603 amending Title 11, Section 11.04.010 and Title 20, Section 20.16.040(3) to modify regulations related to residential streets. ITEM EXPLANATION: At the public hearing on July 18, 2001, the Planning Commission considered a General Plan Amendment and Zone Code Amendment as discussed in the companion agenda bill, titled “GPA Ol-Ol/ZCA 01-03 Livable Streets”. After the public hearing, the Planning Commission recommended approval of the actions (6-0, L’Heureux absent). The concept of Livable Streets was presented to the City Council on April 3, 2001. The City Council subsequently directed staff to initiate the implementing steps necessary to create more livable streets. Implementation steps include the following: 1. Held a stakeholders meeting to discuss the livable streets concept. 2. Endorsement of the proposed street designs by the Public Works Director, Fire Chief, and Planning Director; 3. Recommendation of approval by the Planning Commission of amendments to the Land Use and Circulation Elements of the General Plan to add goals, objectives and policies on livable streets and to modify the street cross-section exhibit; and an amendment to the Zoning Ordinance to revise relevant code sections addressing street widths; 4. Adoption by the City Council of the proposed General Plan and Zone Code Amendments; and, 5. Engineering Department revisions to Engineering Standards to reflect approved actions regarding street widths, street designs, and policies related to emergency evacuation of residential neighborhoods. On April 18, 2001, staff from the Engineering, Planning, and Fire Departments held a stakeholders meeting to discuss the proposed concepts for livable streets. Attendees included representatives from utility companies, Caltrans, North County Transit District, Air Pollution Control District, Waste Management, SANDAG, the development community, planning consultants, civil engineering consultants, and private citizens. From input received at the meeting, several issue areas were identified as follows, with the staff position on each indicated. Cul-de-sacs. Cul-de-sacs are recommended to be limited to 20 dwelling units constructed on a 36-foot street. Units will be sprinklered, fire resistant construction material used and traffic calming measures incorporated into the street design. Concern was expressed about limiting the number of dwelling units served by cul-de-sacs to a maximum of twenty. Staff is recommending that when topographical and/or environmental characteristics preclude street connectivity, the maximum number of units served by a cul-de-sac may be increased to fifty when the following requirements are satisfied: 0 All dwelling units are protected by residential fire sprinkler systems. 0 Street width is expanded to forty feet to facilitate emergency evaluation. # Page 2 of Agenda Bill No. /6, aw Fire sprinklers. Staff recommends that all dwelling units on proposed cul-de-sacs be protected by automatic sprinklers to mitigate the difficulty encountered by multiple fire units in accessing and operating on narrow streets. The use of fire sprinklers reduces the likelihood that additional resources provided by second and third responding fire units will be needed to control a residential fire. The current standard for cul-de-sac width of 36 feet slows the access of second and third responding fire engines and impedes the timely deployment of personnel and equipment to control the spread of fire. Fire Department concerns in this regard are minimized through the use of residential automatic fire sprinklers in dwelling units constructed on cul-de-sac streets. Offset drivewavs. The intent of offset driveways was to ensure adequate area in the street to permit rapid deployment of equipment from fire engines. However, drainage from the residential lots is compromised due to varying elevations of the lot and street grade. Staff has determined that the problems associated with offset driveways far surpass any improvement in fireground operations and, therefore, is not recommending the use of offset driveways. Americans with Disabilities Act concerns. Staff indicated that sidewalks and all design parameters associated with future designs would comply with ADA requirements. The Public Works Director, Planning Director, and Fire Chief have each endorsed the proposed street designs. On June 20, 2001, the Planning Commission conducted a public hearing and continued the hearing to July 18,200l when the actions were approved. Staff is proposing, and the Planning Commission concurred, that to achieve the City Council goal to “integrate a comprehensive, efficient transportation system with quality of life-centered land use decisions” an integrated approach to residential street design should be used that promotes neighborhood livability and encourages safer streets by slowing vehicle speeds. This can be accomplished by narrowing public streets, installing appropriate traffic calming measures and providing parkways between the sidewalk and street. This approach also maintains access for emergency service providers and ensures emergency evacuation routes from residential neighborhoods. Changes to the General Plan language are proposed to implement the livable streets concept by providing a clearer vision of the concept in the City’s primary land use document and also by modifying the cross-section of a residential street as shown in the Circulation Element to reflect the 34-foot wide street. These changes are addressed in the companion agenda bill. Revisions to public residential street standards to narrow the street width, to provide parkways, trees, traffic calming measures, and connected streets will be made in the Standards for Desisn and Construction of Public Works Improvements in the Citv of Carlsbad and subsequently approved by the Public Works Director. Additionally, revisions to public residential street standards will include language to address emergency egress from residential neighborhoods to limit the number of units on a 36-foot wide cul-de-sac street to 20 units and on a 40-foot wide cul-de-sac street to 50 units. The standards revisions will include the requirement for residential fire sprinklers in all units on a cul-de-sac street and, when necessary, to include fire resistant construction, as determined by the Fire Chief. ENVIRONMENTAL REVIEW: The environmental document and an approving resolution are being considered with the companion agenda bill, GPA Ol-Ol/ZCA 01-03 Livable Streets, and consequently are not included with this document. The environmental impacts associated with the proposed City Council actions were analyzed in the Negative Declaration issued on March 15,200l. The City Council of the City of Carlsbad, California, does ordain as follows: SECTION 1: That Title 11, Chapter 11.04.010 of the Carlsbad Municipal Code is amended to read as follows: “II .04.010 Sidewalks to be installed non-contiauous to curb--Exceotion. All sidewalks shall be installed non-contiguous to the curb on local residential streets and contiguous for collector streets and greater unless the city engineer, for good cause shown, shall allow its placement at another location.” SECTION 2: That Title 20, Chapter 20.16.040(3) is amended to read as follows: “20.16.040 Required Improvements. (3) The subdivider install or agree to install fire hydrants and connections of a type and location approved by the fire chief. For local residential streets, fire hydrant connections, including valves, shall be installed between the sidewalk and the curb and gutter in the parkway.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
