MUNICIPAL STORM WATER PERMIT AND IIITG. 1 o/09/0 1 PROGRAM IMPLEMENTATION PROGRESS REPORT RECOMMENDED ACTION: This is an informational item and there is no recommended action at this time. ITEM EXPLANATION: q CITYMGR. The Public Works Department is leading the citywide effort to facilitate the timely completion of projects and tasks as required by NPDES Order No. 2001-01, issued by the San Diego Regional Water Quality Control Board on February 21,200l. The Public Works Department established specific goals and teams to accomplish these tasks and the City Council approved the recommended fiscal year 2001-02 budget to support the existing program activities as well as the new goals. The Storm Water Protection Teams initiated their work effort on July 23, 2001 and this report provides an update on the activities that the teams have completed over the last two months. The teams and their activities to date are as follows: EDUCATION, OUTREACH AND PUBLIC PARTICIPATION This team has met regularly and reviewed the Outreach Model Program Guidance developed by the San Diego Storm Water Co-permittee Committee being lead by the County’s Project Clean Water. The team has developed a one-year, short-term outreach plan to inform and educate City staff by distributing informational brochures covering subjects like car washing with tips and suggestions on how to conduct residential car washing that is environmentally friendly. Staff from the Storm Water Protection Program has also attended departmental staff meetings to present the requirements in the NPDES Order and answer questions. Presentations have been given to 88 City employees. External outreach was initiated this summer by conducting informational workshops and presentations to a variety of businesses, community groups, and professional organizations. The Storm Water Protection Program has received numerous requests for presentations and has been able to meet these requests. The first workshop was presented in July 2001 to automobile dealerships. The workshop was very well attended and staff received a rating of 4.7 out of 5 points maximum on the workshop evaluation sheets. Program staff also gave a presentation to the Carlsbad Village Business Association on August 281h. The next series of workshops are scheduled for October 17th and 24th. We will invite restaurant owners and operators from a few selected areas of the City and provide them with an update on the requirements and helpful tips and ideas on how to comply. Staff is coordinating with the cities of Encinitas, Oceanside, San Marcos, Solana Beach, Vista and Escondido, and the County of San Diego to perform a Storm Water Pollution Awareness Public Survey. The survey is being coordinated by SANDAG and will provide North County cities and the County with data useful to develop a long-term outreach strategy. These are a few examples of the current and future activities of the Education, Outreach and Public Participation Team. - Page 2 of Agenda Bill No. %3scl LEGAL AUTHORITY Staff members from the Storm Water Protection Program and the City Attorney’s Office have participated in workgroups and meetings to develop a Memorandum of Understanding between all Municipal Storm Water Co-permittees. The Memorandum of Understanding has been finalized by the committee and will be available for City Council review and discussion in an upcoming City Council meeting. The City Attorney’s Office submitted a letter to the San Diego Regional Water Quality Control Board on August 21, 2001 certifying the current authority to enforce the new storm water permit. Staff has also participated in regional efforts on a variety of other model programs and ordinance revisions. Staff will be preparing draft municipal ordinance modifications and arranging public input workshops followed by City Council consideration in late fall. INDUSTRIAL, COMMERCIAL, RESIDENTIAL AND MUNICIPAL COMPLIANCE; DATA MANAGEMENT AND GIS Staff has initiated the development of the priorities for inspections of industrial, commercial and municipal facilities. Standardized procedures for these inspections and all other related activities are also under development. Staff has conducted several inspections to obtain information regarding activities in the business community that may be contributing to storm water pollution. Staff will use the information it obtains from these inspections to develop educational and outreach materials that will be useful to customers. These inspections also provide an opportunity to initiate working partnerships with businesses. Storm Water Protection Program staff has been responding to complaints and referrals from the Regional Board or EPA, the County’s Storm Water Hotline and citizens. Staff is investigating these complaints and as appropriate informing parties of the new requirements and regulations. PLANNING, DEVELOPMENT AND CONSTRUCTION Staff is in the process of identifying policies, procedures, requirements, standards and ordinances that need to be considered for revisions, or other action, in order to meet the requirements of the new storm water regulations and the NPDES order. FISCAL ANALYSIS This team has initiated a review of financing options for the long-term operation of the Storm Water Protection Program. The team will consider recommending the services of a specialized consultant that will provide a summary of funding options and methodologies for implementation. Updates will be forthcoming as more information becomes available. In consideration of the high potential financial impact, a regional effort to finance Storm Water programs has been initiated by the County of San Diego in coordination with the County Water Authority. Additional information will be provided as it comes available. MUNICIPAL FACILITY COMPLIANCE Public Works staff is leading a comprehensive review and audit of City-owned and operated facilities to determine the best management practices and systems to comply with the requirements in NPDES Order 2001-01. The team has secured the services of a consultant to assist with an independent audit of major facilities and assist in the selection of best management practices. . Page 3 of Agenda Bill No. 1 b : 3 m Fire Department staff will soon initiate a review of their facilities and activities in order to determine if any changes in practices or operations are needed in order to comply with the new requirements and regulations. OTHER ACTIVITIES: WATER QUALITY MONITORING The Environmental Programs Manager has actively participated in the Co-permittee’s Monitoring Workgroup to assist in the design and implementation of the Regional Storm Water Monitoring Program. This Program was submitted to the San Diego Regional Water Quality Control Board as required in NPDES Order 2001-01 by August 21, 2001. The monitoring program includes two comprehensive monitoring stations within the Carlsbad Watershed, at Agua Hedionda and Escondido Creeks that will allow for long-term water quality monitoring and environmental health assessment. Also, the Environmental Programs Manager has participated in the development of a Coastal Outfall and Beach Monitoring Program that will supplement the existing bacteriological beach water quality monitoring program currently performed by the County of San Diego. The enhanced program will go from summertime monitoring only (April 1 through October 31) to year-round monitoring. Funding for the existing summertime program will continue from state funds while the winter program will be funded from the approved budget for the Storm Water Protection Program.
