Adopt Resolution No. awl -314 approving plans and specifications and authorization to advertise for bids for Ranch0 Santa Fe Road Realignment and Widening, Phase 1 Clearing, Project No. 3190.
ITEM EXPLANATION:
The Ranch0 Santa Fe Road Realignment and Widening, Phase 1 Clearing consists of. staking the limits of work, placing environmental fencing at the limits of work, clearing vegetation and providing erosion control measures. The work extends from La Costa Avenue northerly along the new road alignment to the end of Phase I, a length of approximately 1.7 miles. The plans and specifications for the project have been completed. Clearing the limits of work ahead of construction will allow the vegetation to be removed prior to February 15th, the beginning of the Gnatcatcher nesting season, which is a requirement of the Habitat Conservation Plan. Construction of the realignment is estimated to begin in April 2002. If the habitat is not cleared prior to February l!Yh the construction start will be delayed until after the end of the Gnatcatcher nesting season in August 2002.
FISCAL IMPACT:
The estimated cost for the Ranch0 Santa Fe Road Realignment and Widening project is $37.2 million; the total estimated costs associated with this clearing project is approximately $986,174 as shown in Table 1.

There are sufficient funds in the Ranch0 Santa Fe Road project account to complete the clearing project. The clearing project will not involve the use of Federal funds.
ENVIRONMENTAL IMPACTS:
EIR 91-l for the Ranch0 Santa Fe Road Realignment and Mass Grading was approved by City Council on June 2, 1992. An Addendum to the EIR was approved by City Council on April 25, 2000. The Habitat Conservation Plan (HCP) was approved by the City of Carlsbad and federal and state wildlife agencies on June 7, 1995. The financing, bidding and clearing of the project would not create any additional environmental impacts that have not otherwise been evaluated and considered during the issuance of the documents noted above. The Federal environmental clearance is pending. The City may award the contract but cannot issue a notice to proceed until the Federal Highway Administration (FHWA) issues a Finding of No Significant Impact (FONSI). The FONSI is anticipated to be issued by FHWA by the end of the year so clearing may begin in January and be completed before the start of the Gnatcatcher nesting season on February 15, 2002. All necessary steps to comply with the mitigation required for this portion of the project have been taken.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT
FOR BIDS FOR RANCH0 SANTA FE ROAD REALIGNMENT
AND WIDENING, PHASE 1 CLEARING, PROJECT NO. 3190.
WHEREAS, the City Council of the City of Carlsbad, California has determined it
necessary and in the public interest to approve plans and specification, and to authorize
publishing an advertising for bids for Ranch0 Santa Fe Road Realignment and Widening,
Phase 1 Clearing, Project No. 3190; and
WHEREAS, there are sufficient funds available in the project account for completion of
this project; and
WHEREAS, plans and specifications for the Ranch0 Santa Fe Road, Phase 1 Clearing,
Project No. 3190 have been prepared by the engineering staff, are incorporated herein by
reference and are available for review in the Engineering Department; and
WHEREAS, based on the approved Environmental Impact Report and Addendums
thereto and the approved Habitat Conservation Plan for the road realignment and widening, there
will be no additional significant effect, not analyzed therein, and that no new or additional
mitigation measures are required; therefore no new environmental document is required.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct,
2. That the plans, specifications and cost estimate submitted by the engineering staff
are hereby accepted.

3. That the City Clerk is hereby authorized and directed to publish a Notice to
Contractors inviting Bids in accordance with Section 3.28.080 of the Carlsbad Municipal Code.
