TITLE:
REQUEST FOR PUBLIC HEARING FOR LAW
ENFORCEMENT BLOCK GRANT FUNDING
RECOMMENDED ACTION:
1. City Council schedule a public hearing regarding the proposed use of Department of Justice Local
Law Enforcement Block Grant funds to support various police department functions.
ITEM EXPLANATION:
The City of Carlsbad’s application for funding under the US Department of Justice Assistance Fiscal
Year 2001 Local Law Enforcement Block Grants Program was approved in the amount of $67,429.
These one-time funds can be used only to enhance, and not replace, law enforcement budgets and
must be spent within two years from the receipt of the grant. The federal funds may not exceed 90
percent of the total program costs. The City must provide at least 10 percent of the total program
cost in cash. It is recommended that these matching funds come from the police asset forfeiture
fund. In addition, any interest earned must be added to the project and spent for project purposes.
With a block grant award of $67,429, the cash match must be $7,492; estimated interest is $3,500
for a total program-funding amount of $78,421 for eligible projects/programs.
The police department is requesting that the following appropriations be made: Museum of
Tolerance cultural awareness training including overtime and transportation to museum in Los
Angeles ($15,000); North County Drug Court support for the treatment of non-violent drug offenders
- with a guilty plea, offenders participate in counseling, drug testing, and job training ($15,000); radar
trailer ($15,000); crisis negotiation phone system ($15,000); defensive tactics tactical
communications training ($12,000); traffic safety vests ($2,921); plus an additional $3,500 estimated
interest earned for miscellaneous related expenses. These proposed expenditures comply with the
requirements of the grant.
As required by the regulations for the funding, an advisory committee must make recommendations
to the City Council on the projects proposed for funding under the subject block grant. The Carlsbad
Advisory Board met on September 11, 2001, and recommended City Council approval of staffs
proposed expenditures.
A public hearing must be held regarding the proposed use of the funds and must be held prior to the
obligation of the funds. Staff is recommending that the City Council set a public hearing to accept
public testimony on the proposed expenditures.
FISCAL IMPACT:
The total program cost is $78,421; $67,429 would come from the block grant award. The required
cash match of $7,492 would be appropriated from the police asset forfeiture fund. An additional
$3,500 is estimated for interest earned.
