RECOMMENDED ACTION:
Adopt Resolution No. 200 I- 3 a b accepting bids and awarding a contract for the
construction of the traffic signal at Carlsbad Village Drive and Pontiac Drive, Project No. 3847-l.
ITEM EXPLANATION:
On July 24, 2001, the City Council approved the plans and specifications for the traffic signal at
Carlsbad Village Drive and Pontiac Drive, and directed the City Clerk to advertise for construction
bids. On September 19, 2001, the following five (5) sealed bids were received:
1. Sutherlin Contracting, Inc. $95,509
2. HMS Construction $96,000
3. T&M Electric, Inc. $99,000
4. Lekos Electric $105,000
5. Select Electric, Inc. $109,942
The Engineer’s Estimate for construction of the traffic signal was $120,000. The lowest responsible
bidder is Sutherlin Contracting, Inc., at $95,509. The documents submitted by Sutherlin Contracting,
Inc., for the project have been reviewed and analyzed by staff and found to be in order.
Staff, therefore, recommends the award of the traffic signal construction contract to Sutherlin
Contracting, Inc.
ENVIRONMENTAL REVIEW:
This project is a Class 1 Categorical Exemption and is therefore exempt from the environmental
review process under provisions of the California Environmental Quality Act (CEQA), Section 15301
(f). A Notice of Exemption will be issued by the Planning Director.
FISCAL IMPACT:
The project cost breakdown is as follows:
Funds from the General Capital Construction Fund in the amount of $155,872 have been
appropriated and are available for the construction of this project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A
CONTRACT FOR THE CONSTRUCTION OF THE TRAFFIC
SIGNAL AT CARLSBAD VILLAGE DRIVE AND PONTIAC DRIVE,
PROJECT NO. 3847-l.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable and in the public interest to construct the traffic signal at Carlsbad Village
Drive and Pontiac Drive; and
WHEREAS, five (5) sealed bids were received on September 19, 2001 for the project; and
WHEREAS, the lowest responsive, responsible bid for the project was submitted by
Sutherlin Contracting, Inc., in the amount of $95,509; and
WHEREAS, there are sufficient appropriations in the General Capital Construction Fund
are available to complete the traffic signal.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the low bid submitted by Sutherlin Contracting, Inc., in the amount of $95,509,
is hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City
for the construction of the traffic signal at Carlsbad Village Drive and Pontiac Drive.
3. That the City Manager is hereby authorized to approve construction change orders
up to $28,650.

4. That the award of this contract is contingent upon the bidder submitting the lowest
-esponsive bid executing the required contract and submitting the required bonds and insurance
)olicies, as described in the contract, within twenty (20) days of adoption of this resolution.
The City Manager may grant reasonable extensions of time.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
leld on the 6th day of NOVEMBER , 2001 by the following vote, to wit:
AYES: Council Members Lewis, Kulchin, Finnila, Nygaard, Hall
