RECOMMENDED ACTION:
Adopt Resolution No. ZOOl- 33e &2cBI- and 337 appointing two members to the Parks &
Recreation Commission.
ITEM EXPLANATION:
The terms of two members of the Parks and Recreation Committee expire in August, 2001.
Julio Ramirez was originally appointed in August, 2000 and has served one year.
Gary Cox was originally appointed in December, 1992 and has served nine years.
Other members are: Dennis Cunningham, Tim Davidson, Leo Pacheco, William Scott
Pieratt and Seth Schulberg.
NOTE: Members of the Parks & Recreation Commission are subject to the
Political Reform Act and mu.& file a Statement of Economic Interests.

Carlsbad City Council
1 would be very interested in serving as a Park’s & Recreation Commissioner for the City of C&bad. My wife, our
two sons, and myself moved to Carlsbad a little over a year ago from Encinitas.
ln Encinitas I served as a Park’s & Recreation Commissioner for one year. It was with great reluctance that I
resigned when we moved to Carlsbad. I believe we accomplished many things in my tenure. We resolved several
issues regarding the use of Moonlight beach as a venue for beach goers, volleyball players, and particularly special
events and concerts. We frnalized the plan for the new park at the comer of Encinitas Blvd. and Vulcan Ave.
including multiple use by the Encinitas Historical Society, veterans, creek lovers, and the general public. It was
particularly interesting to have the opportunity to restore a local watershed.
I was very instrumental in working to include the City’s f& skateboard facility into the plan for Sun Vista Park.
This seemed to be an ideal spot to support this activity, as it is adjacent to Diegueno Jr. High School.
My interest in Parks and Recreation stems from my extensive athletic interests. I am an avid snow skier, surfer,
body surfer, swimmer, bicyclist, hiker, backpacker, and tennis player. My sons, 12 and 14 are involved in soccer,
Little League baseball, Pop Warner football, and basketball. I have managed and coach Little League and coached
Pop Warner Football. I also am a former beach lifeguard (City of Laguna Beach) and a former Ski Patrolman.
I am on the board of directors of the Coastal Community Foundation and currently serve as the Board Secretary.
I would look forward to applying my interests and knowledge coupled with my leadership abilities to enhance the
benefits afforded the citizens of Carlsbad.

I offer unique qualifications to any city commission. I have 12 years of experience in a
city planning and analyst capacity with several local government agencies including the
San Diego Association of Governments (SANDAG), North County Transit District
(NCTD), City of Coronado - Public Services Department, and County of San Diego - Department of Public Works. I have also worked for a private engineering consultant,
O’Rourke Engineering, where I provided traffic engineering services directly to the City
of Carlsbad. In such positions I have served as staffto various committees including
Regional Transportation Advisory Committee (RTAC), Bicycle and Pedestrian Facilities
Committee, and North County Trails Committee. I have also been very active in
professional organizations where I held several committee positions including Vice-
president for the local chapter of the Women’s Transportation Seminars and Regional
Chair for the Municipal Management Assistants of Southern California. My expertise are
in the areas of transportation planning, finance and grants writing, public works, and
inter-agency coordination.
As a new mother, I recently retired from paid public service. However, I would like to
continue to use my skills and expertise in the public arena. I believe serving as a
commissioner or committee member will allow me that opportunity while bringing a
