CONSTRUCTION CONTRACT FOR SIDEWALKS, MTG. 11120/01 STREET LIGHTING AND MEDIAN LANDSCAPE ON ALGA ROAD 6 DtTY ATTY. ’ FROM EL CAMINO REAL TO EL FUERTE, PROJECT NOS. 3560, DEPT. ENG 3616 AND 3637 TO TERRA-CAL CONSTRUCTION INC. RECOMMENDED ACTION: Adopt Resolution No. @0j. 3 YI accepting bids and awarding the construction contract for sidewalks, street lighting and median landscaping on Alga Road from El Camino Real to El Fuerte, Project Nos. 3560, 3616 and 3637 to Terra-Cal Construction Inc. ITEM EXPLANATION: On August 7, 2001 the City Council authorized the advertisement for bids for the construction of sidewalks, street lighting and median landscaping on Alga Road from El Camino Real to El Fuerte. The purpose of this project is to upgrade the street lighting on Alga Road to meet minimum City standards for a major arterial roadway as well as to improve the landscaping in the median and add additional sidewalk on Alga Road to provide a more aesthetic appearance and aid pedestrian traffic, including children walking to school. The sidewalk, Project 3560, will be constructed on the southeast side of Alga Road from Corte Casitas to Cazadero Drive. The street lighting, Project 3616, will be constructed on both sides of Alga Road from El Camino Real to El Fuerte. The median landscaping, Project 3637, will be constructed on Alga Road from Corte Casitas to El Fuerte. The property owner of the La Costa Greens development will be required to construct the median landscaping improvements on Alga Road from El Camino Real to Carte Casitas, which is the location where Project 3637 begins, as a condition of approval for development of the vacant land north of Alga Road. The Engineer’s Estimate for construction was $1,170,114. On October 4, 2001, four sealed bids were received as follows: rerra-Cal Construction Inc. $1,163,124.10 c $1,374,141.52 Sean Malek $1,394,165.50 j CA. Mendoza $1,585,824.30 % All bid documents submitted by Terra-Cal Construction Inc. have been reviewed and found to be in order. ENVIRONMENTAL REVIEW: This project has been determined to be exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption. Pursuant to the State CEQA Guidelines, Section 15301 (Existing Facilities) the project involves the minor alteration (i.e., new median landscaping, replacement of median curb, replacement of street lighting, new sidewalks, and related physical improvements all within the existing street right of way) involving no or negligible expansion of use. The Planning Director has filed a Notice of Exemption and a Notice of Determination was issued upon approval of the Capital Improvement Program. I Page 2 of Agenda Bill No. 1 d! 4 dq FISCAL IMPACT: The entire project, including construction costs, has a current appropriation of $1,904,000 consisting of the following funding sources: The total project cost for all three projects is currently estimated to be $1,704,000 itemized as follows: Fifteen property owners have previously signed Future Improvement Agreements (FIA), which obligate them to pay a portion, approximately $66,000, of the sidewalk and median landscaping improvement costs. A letter was sent to these property owners informing them of their pending obligation. The City will bill these property owners afler construction is complete and the actual costs are determined. IMPROVEMENTS NOT JO SCALE ‘ROJECT NAME SIDEWALKS STREE RESOLUTION NO. 2001-341 2 A RESOLUTION OF THE ClTY COUNCIL OF THE CITY OF 3 CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING THE CONSTRUCTION CONTRACT FOR SIDEWALKS, STREET LIGHTING 4 AND MEDIAN LANDSCAPE ON ALGA ROAD FROM EL CAMINO REAL TO EL FUERTE, PROJECT NOS. 3560, 3616 AND 3637 TO 5 TERRA-CAL CONSTRUCTION INC. 6 WHEREAS, the City Council of the City of Carlsbad has previously authorized the 7 advertisement for bids for the construction of sidewalks, street lighting and median landscaping 8 on Alga Road from El Camino Real to El Fuerte, Project Nos. 3560, 3616 and 3637; and 9 WHEREAS, four (4) sealed bids have been received on October 4, 2001 by the City of ,o Carlsbad for construction of sidewalks, street lighting and median landscaping on Alga Road ,, from El Camino Real to El Fuerte, Project Nos. 3560, 3616 and 3637; and WHEREAS, all bid documents received from all bidders have been reviewed in detail and 12 the City Council does hereby find that the lowest responsible bidder, Terra Cal-Construction Inc., 13 did submit a bid in the amount of $1,183,124.10; and 14 WHEREAS, the City Council of the City of Carlsbad has previously appropriated funds for 15 this project; and 16 ” WHEREAS, Subsection 3.28.172(c)(l) of the Carlsbad Municipal Code authorizes the City Manager to approve change orders in the amount equal to the contingency set at the time of I* the bid award. 19 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, 20 California, as follows: 21 1. That the above recitations are true and correct. 22 2. That the bid of $1,183,124.10 as determined by extension of the unit prices 23 submitted by Terra Cal-Construction Inc. for construction of sidewalks, street lighting and median 24 landscaping on Alga Road from El Camino Real to El Fuerte, Project Nos. 3560. 3616 and 3637, 25 is accepted and the Mayor is hereby authorized and directed to execute a contract therefor, ill 26 Ill 27 Ill 28 III 1 3.
