I CITY MGR: RECOMMENDED ACTION: Introduce Ordinance No. NS-~~ to install Stop signs at the intersection of Monroe StreetBunnyhill Drive/Alder Avenue. ITEM EXPLANATION: A “T” intersection has been established with the intersecting streets of Monroe StreeffSunnyhill Drive/Alder Avenue. This intersection is located in a residential area serving local residents and is also used as a route for vehicles, pedestrians and bicycles to access Magnolia Elementary School, Valley Middle School, and Carlsbad High School. Intersection traffic volumes are very low based upon an October 1998 traffic count that found 1,149 vehicles entering the intersection from all three streets over a 24-hour period. Currently, Alder Avenue is controlled by a stop sign at its intersection with Monroe Street. This intersection was discussed briefly at a previous City Council meeting when approval of the May subdivision was being considered. Several residents indicated their interest in having the “T” intersection established as an ALL-WAY STOP. Vehicle speeds and school pedestrians using the intersection were cited as reasons for the stop sign requests. No accidents have been reported at this intersection for more than five years. If an ALL-WAY STOP is established, staff recommends that a five-foot wide pedestrian pathway be constructed on the southwest corner of the intersection by relocating the existing asphalt berm closer to the center of the street. This work can be performed by city forces. FISCAL IMPACT: Installation of stop signs and striping and the construction of an asphalt pathway and berm will cost about $2,000. EXHIBITS: 1. Ns-609 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE STOPS AT THE MONROE STREET/SUNNYHILL DRIVE/ALDER AVENUE INTERSECTION. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by the revision of Section 10.28.280 to read as follows: 0 “10.28.260 Monroe Street. Drivers shall stop where the following 9 described streets intersect Monroe Street: 10 Alder Avenue 11 Sunnyhill Drive.” 12 SECTION 2: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by 13 the addition of Section 10.28590 to read as follows: 14 “10.28590 Sunnvhill Drive. Drivers shall stop where the following described streets intersect Sunnyhill Drive: 15 Alder Avenue 16 Monroe Street.” 17 SECTION 3: 18 That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by the addition of Section 10.28.600 to read as follows: 19 20 ‘10.28.600 Alder Avenue. Drivers shall stop where the following described streets intersect Alder Avenue: 21 22 23 24 25 26 27 28 Monroe Street Sunnyhill Drive.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen (15) days after its adoption.
