FIR DEPT. CITY ATTY RECOMMENDED ACTION: That the city council accept the donation of miscellaneous items of rescue equipment, valued at approximately $10,000, from Daniel Smith, a Carlsbad resident. ITEM EXPLANATION: The city council provides an opportunity for citizens and organizations to have an item placed on a city council agenda by submitting a letter to the city manager. Attached is a letter and itemized list from Carlsbad resident Dan Smith, requesting that he be allowed to make a donation of miscellaneous rescue equipment to the fire department to enhance its ability to provide rescue services to the community. FISCAL IMPACT: None. EXHIBITS: I. During my 30-year career I had the privilege to cc+ author and develop a new national civil defknse plan for FEMA. l%is new plan became known tu the nation as USAR, or Urban Search and Rescue. l’he resulting training and teams or ta&f&es have served not anly this untntry but others as well ,in times of crisis &am earthquake,fire,storm and sadly, now from acts of evil. As a component of the new USAR program new equipment was developed to modern& the capabilities of not only the new USAR teams but those of local Fire Ssrvices . I took an active role in this area and founded a company SSP Inc. to produce much of this equipment to augment the dedication for all involved in saving and protecting human life. For my adult life I lived with the credo duty, honar and county, I now add “community u to that. Carl&ad is my community and I would like to give something back to it and its citizens. Why? Eecause it is the right thing to do, it always has been, but September 11 reminded me painfully so. I wish to donate to the Carlsbad Fire Department specialized rescue equipnnmt, much of which they do not possess hut need, (a value of $8088.00 see attachment), and off&r training as requimd, (I was the first Sr. Instructor named by the State Of California Board of Fire Servks in Heavy Rescue), to better serve the community and its residents. Per the dire&cm of Fire Chief Mike Smith ,Carlsbad Fire Department I am requesting to donate this equipment and train& ifdesire& to have my offer directed to the City Council far their consideration.
