H AWARD CONTRACT FOR HERITAGE HALL & MTG. 12/4/01 GRANARY REMODEL PROJECT % CITY A-IN. CONTRACT NO. FACO2-07 DEPT. PW/GS CITY MGR RECOMMENDED ACTION: Adopt Resolution No. X0\ - 3qxaccepting the bid of $115,988 and awarding the contract to Randall Construction to remodel Heritage Hall and the Granary Building to conform with Americans with Disabilities Act Standards - Contract No. FAC02-07. ITEM EXPLANATION: Improvements are needed at Heritage Hall and the Granary Building. Specifically, entrance ramps and accessible doorways need to be installed at both buildings to comply with Americans with Disabilities Act (ADA) standards. Additional improvements at Heritage Hall will include accessible restrooms, installing a new finished floor and removing and installing new kitchen fixtures (i.e. sink, cabinets, paper towel, soap dispenser, etc.) that will comply with ADA standards. On September 18, 2001, City Council approved contract documents and special provisions, and authorized the City Clerk to advertise for bids for this project. Six bids were received, opened, witnessed and recorded on November 15, 2001. The bids were reviewed by the staff of Purchasing and the General Services of Public Works and were as follows: Randall Construction Construction $115,988 Lesicka Construction $124,679 Meridian Pacific $148,630 Fordyce $148,930 Whitaker Construction $149,500 Betts Construction $232,000 Randall Construction submitted the lowest bid. Therefore, staff recommends the contract be awarded to Randall Construction, the lowest responsive bidder, in the amount of $115,988. Staff’s estimated cost for this project is $139,000. The contractor’s registration and bonds are in order and references are satisfactory. Contract documents are on file in the General Services of Public Works office. ENVIRONMENTAL REVIEW: This project has been determined to be exempt from environmental review per CEQA- Class 1 (c), Minor alteration of existing facility. FACO2-07 TO REMODEL HERITAGE HALL AND THE GRANARY BUILDING TO CONFORM WITH AMERICANS WITH DISABILITIES ACT STANDARDS WHEREAS, bids have been received by the City of Carlsbad, California to remodel Heritage Hall and the Granary Building to conform with Americans with Disabilities Act Standards; and WHEREAS, the lowest responsive bid received was submitted by Randall Construction in the amount of $115,988; and, WHEREAS, the total cost of this project is $139,000 including contingency funds; and WHEREAS, sufficient funds are available in the Capital Improvement Program budget. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. The bid of $115,988 by Randall Construction to remodel Heritage Hall and the Granary Building to conform with Americans with Disabilities Act standards, and a contingency account of $23,012 is hereby accepted. 3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute a contract for and on behalf of the City of Carlsbad.
