RECOMMENDED ACTION:
Adopt Resolution No. a\-L3r#q accepting the bid of $72,976 and awarding the
contract to C &I Roofing to furnish and install a new roof at Fire Station No. 5 -
Contract No. FAC02-04.
ITEM EXPLANATION:
The City established a roof rehabilitation program several years ago to systematically
replace roofs before they failed. Fire Station No. 5, which was constructed in 1989,
is now due to have its roof replaced. The roof has leaked and has been repaired in
recent storms. Replacement of the roof will protect the structure and the equipment
inside and will eliminate inconvenience to the occupants. Under the City’s new
preventive maintenance program, the new roof can be expected to last twenty years.
On September 18, 2001, City Council approved contract documents and special
provisions, and authorized the City Clerk to advertise for bids for this project. Five
bids were received, opened, witnessed and recorded on November 7, 2001. The
bids were reviewed by the staff of Purchasing and the General Services of Public
Works and were as follows:

C & I Roofing submitted the lowest bid. Therefore, staff recommends the contract be
awarded to C & I Roofing, the lowest responsive bidder, in the amount of $72,976.
Staffs estimated cost for this project is $87,500. The contractor’s registration and
bonds are in order and references are satisfactory. Contract documents are on file in
the General Services of Public Works office.
ENVIRONMENTAL REVIEW:
This project has been determined to be exempt from environmental review per
CEQA- Class 1 (c), Minor alteration of existing facility.

FISCAL IMPACT:
The project cost is $72,976. Funding is available is available in the City’s C.I.P.
Program budget to complete this project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING
THE EXECUTION OF CONTRACT NO. FAC02-04 TO FURNISH
AND tNSTALL A NEW ROOF AT FIRE STATION NO. 5
WHEREAS, bids have been received by the City of Carlsbad, California to furnish and
install a new roof at Fire Station No. 5;
WHEREAS, the lowest responsive bid received was submitted by C & I Roofing in the
amount of $72,976; and,
WHEREAS, the total cost of this project is $87,500 including contingency funds; and
WHEREAS, sufficient funds are available in the Capital Improvement Program budget.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.
2. The bid of $72,976 by C & I Roofing to furnish and install a new roof at Fire Station
No. 5, and a contingency account of $14,524 is hereby accepted.
3. The Purchasing Officer is hereby authorized to execute a purchase order for this
project.
4. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute
a contract for and on behalf of the City of Carlsbad.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 4th dayof DECEMBER , 2001, by the following vote, to wit:
