TITLE: AUTHORIZATION TO ADVERTISE
FOR BIDS FOR A TRAFFIC SIGNAL AT
AVIARA PARKWAY AND KINGFISHER LANE

RECOMMENDED ACTION:
Adopt Resolution No. ‘aa 1 - 3 q 7 approving plans and specifications and authorizing
the City Clerk to advertise for bids for the construction of the Aviara Parkway and Kingfisher Lane
Traffic Signal, Project No. 3369-2.
ITEM EXPLANATION:
Plans and specifications to install a traffic signal at the intersection of Aviara Parkway and Kingfisher
Lane have been completed. Based on intersection spacing, this location satisfies one of the eleven
Traffic Signal Warrants (Warrant #5, Progressive Movement). This project was included in the
2000/2001 Capital Improvement Program for construction.
ENVIRONMENTAL REVIEW:
This project is a Class 1 categorical exemption and is, therefore, exempt from the environmental
review process under provisions of the California Environmental Quality Act (CEQA),
Section 1530(f). A Notice of Exemption will be issued by the Planning Director after this
Authorization to Advertise is approved.
FISCAL IMPACT:
The funds needed to complete the project are $130,000. The project cost breakdown is as follows:
Engineer’s Estimate $100,000
Inspection & Project Administration (15%) $15,000
Construction Contingencies (15%) $15,000
Total Project Cost $130,000
Amount Available for this Project $242,400
There are sufficient Alga Road Assessment District Funds appropriated to complete this traffic
signal. The available funds in excess of those needed for this traffic signal will be used for future
traffic signals on Aviara Parkway.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
AVIARA PARKWAY AND KINGFISHER LANE TRAFFIC SIGNAL,
PROJECT NO. 3369-2.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct a traffic signal at the intersection of
Aviara Parkway and Kingfisher Lane; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental of said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, said project was included in the 2000/2001 Capital Improvement Program;
and
WHEREAS, funding from Assessment District 88-01 includes sufficient funds to construct
this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the above recitations are true and correct.
That the plans, specifications and contract documents as presented are hereby

1 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
2 in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
3 Aviara Parkway and Kingfisher Lane Traffic Signal, Project No. 3369-2, in accordance with the
4 plans, specifications and contract documents referred to herein.
