MTG. 12/04/01 I COMMUNITY ACTIVITY GRANTS PROGRAM I z CITY All-Y. DEPT. FIN 2001-02 FUNDING RECOMMENDATION CITY MGR- RECOMMENDED ACTIONS: 1. Adopt Resolution No. ~~ ( - 356 accepting the recommendation of the Community Activity Grant Council subcommittee and allocating funds to the organizations identified. 2. Direct staff to amend the Community Activity Grant application to limit the number of years a program can receive Community Activity Grant funding to three (3) years. ITEM EXPLANATION: Under the guidelines established in Council Policy #51, a seven (7) member Citizen Review Committee was appointed by the City Council to review the 2001-02 Community Activity Grant applications and make recommendations to Council. These guidelines specify that a review panel be made up of one (1) representative from each quadrant of the City, one (1) Senior Commission member, one (1) Library Board member and one (1) Parks and Recreation Commission member. The grant applications were due to the Finance Department by October 1, 2001. A total of 35 grant applications were received with funding requests totaling approximately $600,000. The Citizen Review Committee met a total of four (4) times during the months of October and November. They reviewed the applications, interviewed the top applicants and evaluated the grant requests based on level of enrichment, experience in program area, organizational experience and background, financial capabilities, and scope of project. As a result of their review and evaluation a total of $59,000 in funding is being recommended for eight (8) of the requests, The table shown in Exhibit 1 summarizes the grant requests and the Citizen Review Committee’s recommendations for funding. The Community Activity Grants are not intended to be an ongoing source of funding but rather they are considered seed money to help a program get started. As we enter our third year of this program, several programs have been receiving multiple years of funding. In order to encourage these organizations to find alternative funding sources within a reasonable amount of time, the Committee is recommending that programs be limited to receiving Community Activity Grant funding for no more than three (3) years. An example of a revised application is shown in Exhibit 2. FISCAL IMPACT: In 1999 Council set aside $1 million in a separate fund and the interest generated by this fund is being used to fund the Community Activity Grants. The fund currently has a $1,066,000 cash balance. The 2001-02 operating budget contains an appropriation of $65,000 for Community Activity Grants. No further appropriations are required. EXHIBITS: 1. A traveling exhibit is a hands-on, educational exhibit made elsewhere (usually larger museum) and shipped to our museum for a 2-3 month time span. Funding request is to pay for coordinator and guide’s time and expenses. 6,500 24 The Environmental Trust Educational Center Proiect 10,000 10,000 An educational center will eventually be built at the Calavera Preserve entrance. A community based fiesta, organized to call attention to the historical and cultural diversity of the neighborhood and to honor some of the early pioneers, who were an integral part of Cansbad’s beginnings. The goal is to duplicate the successful 2000 & 2001 Fiesta. Interscholastic Surfina Federation (ISF) The ISF was founded to offer students in Middle and High Schools throughout California, the opportunity to compete in high quality, professionally officiated surf team competitions. Grant request is for equipment for competitions. Development of a world class Botanical Garden The Vista Botanical Forest will be a science , research, and educational center. Preserve Calavera Foundation 13,600 Request is for funding for various projects that are intended to preserve and protect the native habitat in the northeastern portion of the City referred to as Calavera. Funding is to create and implement an after school photography program for Jr. High and/or High School students. Hiah School and Adopt a Class Proarams Funding request is for: Boys and Girts State programs in Sacramento which recognizes high school juniors for their leadership abilities; the high school award program which recognizes graduating seniors for their courage, honor, leadership, patriotism, scholarship and service to both the school and community: and the adopt a class program which teaches elementary school children police and fire safety, flag etiquette, and geography through the use of coloring books. In addition, they would like to add flags to any Carisbad classroom that does not currently have one. 60,000 0 3,000 1,500 (2) Expand the Star Power for Preschoolers program to serve at-risk children in the City of Cartsbad. This program focuses on helping children develop themselves in five key areas: concentration, relaxation, cooperation, imagination, and self-esteem. Presentation of musical entertainment of 56 one-hour shows to Carlsbad senior citizens featuring 20th century popular American songs with themes of love friendship, and patriotism written by Great American composers including Irving Benin, George Gershwfm, and Coel Proter among many others. 65,000 0 19,200 5,000 26 Ranch0 Coastal Humane Society Animal Safehouse Procram This program provides shelter to pets of domestic violence families. Scholarships are awarded based on grade point average, school activities, community service and need. If granted this money would be awarded to a graduating senior living in Carfsbad. A community-wide partnership of organizations and businesses working together to create a major annual family festival highlighting the unique assets of Carlsbad. This event is to be held September 28 & 29 and is the culminating event in a series of activities celebrating the City’s 50 Anniversary. This program has bands and speakers and takes place for l-2 nights in the spring. This event took place for the first time in Spring 2001. Taste of Carfsbad Student Art Show Funding request is to add a student art show to the Taste of Carfsbad Annual fundraiser. Grant money will be used to purchase tents, panels, and other equipment needed to set up an art show. Chamber Music Carlsbad A four day classical chamber music festival dedicated to providing great music to the residents of Carlsbad. Formal concerts, school and senior center residences and a piano masterclass are planned. The proposed location of the concerts is the Carlsbad Cultural Arts Center. Creative Empowerment A well being program designed to help seniors feel better about themselves by offering cosmetogy servfces and accepted-touch healing techniques. Here’s your opportunity.. . The City of Carlsbad is accepting applications for Community Activity Grants. The grants are designed to provide enrichment programs to the Carlsbad community. An enrichment program is any program that enhances the quality of life for Carlsbad’s residents and/or visitors. These grants are intended to compliment other City programs such as the Community Development Block Grants (CDBG) by providing grants for services that may not be eligible under these other programs. Thus, any organization currently receiving funding from another City program is not eligible for a Community Activity Grant. The City Council has set aside $1 million from which the interest earned will be allocated for the various community service activities. The amount available for the 2001-2002 fiscal year is $65,000. The full amount of the funds may not be disbursed if there are not sufficient qualifying applications. In order to apply for the grant funds, the attached application must be completed with the necessary attachments and received no later than 500 PM on Monday, October 1, 2001, at: City of Carlsbad Finance Department 1635 Faraday Avenue Carlsbad, CA 92008 Attn: Cheryl Gerhardt Applications will be reviewed by a Citizen Committee. This seven-member committee is comprised of one representative from each quadrant of the City appointed by Council, one member of the Senior Commission, the Library Board and the Parks and Recreation Commission. This Committee will then make a recommendation to the City Council for final approval in early December. It should be noted that programs approved for 2001-02 funding have no expressed or implied guarantee for future funding. Two contact names are required for the application to be considered complete. Amount of Grant Request: Enter the dollar amount of City funds you are requesting. Elieibilitv Requirements: Both individuals and organizations are eligible to apply for grant funds. The three basic requirements which must be met for an organization to be eligible to apply for Community Activity Grants are: 1. A Carlsbad City Council Member cannot be on the board of the organization. 2. The organization cannot have received money from other City sources (including CDBG) for the current fiscal year. 3. The program cannot be in competition with other City programs. 4. The program cannot receive more than three years of Community Activity Grant funding. Program Description/Scope: The program description should describe the nature of the program, the benefits to the Carlsbad Community, and the projected percent of Carlsbad residents served by the program i.e., if the program only serves Carlsbad residents, then this would be 100%. Please provide an implementation schedule for the program showing the timeline and activities required to implement the program. If this is an ongoing program for which you are requesting funds, describe how the program will be funded in the future without the City grant. Applicant Background: Provide the requested information on your organization. If available, please attach an organization chart. Experience in Program Area: Provide information relating to the applicant’s and other employees’experience in the program for which funds are being requested. Include the number of years providing similar services and the experience level of the individual(s). Provide any other information which would be useful to the reviewers in understanding your capabilities to provide the services for which the funds are requested. Financial Capabilities/Budget: In addition to providing a detailed budget for the program request, please include a funding schedule (your request for the timing of disbursement of the funds). Funds will only be disbursed in advance if a separate bank account is maintained. Applicant must also provide the requested information on current funding sources, and previous City funding received or requested within the past three years.
