JJR REPRESENTED BY THE CARLSBAD POLICE OFFICERS’ ASSOCIATION RECOMMENDED ACTION: /~ ~~~~ Adopt Resolution No. &W-363 amending the Salary Schedule effective the pay period including January 1,2002 for classifications represented by the Carlsbad Police Officers’ Association. ITEM EXPLANATION: On March 6,2001, the City Council adopted Resolution No. 2001-68 approving a Memorandum of Understanding @IOU) with the Carlsbad Police Officers Association (CPOA). The term of the MOU is five (5) years and will expire on December 3 1,2005. The terms of the MOU with CPOA call for a 4.25% general wage increase effective the pay period including January 1,2002. Therefore, attached is the revised salary schedule for classifications represented by the Carlsbad Police Officers’ Association. The terms of the MOU also call for a $40 per month increase to the amount the City shall contribute on behalf of each active employee towards the payment of premiums under the PERS health program effective the pay period including January 1,2002. FISCAL IMPACT: The annual cost of salary adjustments and related benefits, as well as the increases in the City’s health insurance contribution, is estimated at $274,000. The fiscal impact of these increases during FY 2001/02 is estimated at $137,000. Sufficient funds are available from current appropriations in the 2001/02 Police Department operating budget. I 1 RESOLUTION NO. 2001-363 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING A REVISED SALARY SCHEDULE FOR CLASSIFICATIONS REPRESENTED BY THE CARL’SBAD POLICE OFFICERS’ ASSOCIATION (CPOA). 6 7 WHEREAS, representatives of management and the Carlsbad Police Officers’ 8 Association conducted negotiations pursuant to the Meyers-Milias-Brown Act regarding 9 wages and other terms and conditions of employment for the period January 1,200l to 10 /I December 3 1,2005; and 11 12 WHEREAS, said representatives reached agreement and submitted the 13 Memorandum of Understanding to the City Council which was approved; and 14 WHEREAS, the terms of the Memorandum of Understanding call for a 4.25% 15 general wage increase effective the pay period including January 1,2002, and 16 WHEREAS, the terms of the Memorandum of Understanding call for a $40 per 17 18 19 month increase to the amount the City shall contribute on behalf of each active employee towards the payment of premiums under the PERS health program effective the pay 20 21 22 23 24 period including January 1, 2002, and WHEREAS, funds for these increases are available and have been included in the Police Department operating budget for Fiscal Year 2001/02. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 25 26 27 1. That the above recitations are true and correct. 2. That the Police Department Salary Schedule set forth in Exhibit A, attached 28 hereto and made a part thereof, is adopted. 2 3. That the dollar amount the City shall contribute on behalf of each active employee represented by the CPOA towards the payment of premiums under the PERS health program shall increase by $40 per month effective the pay period including January 1,2002.
