CITYATTY. ’ & CITY MGR. s Introduce Ordinance No. 10 56 14 to establish a prima facie 30 mile per hour speed limit upon Gabbiano Lane from Batiquitos Drive to its terminus. ITEM EXPLANATION: Gabbiano Lane is a cul-de-sac street in South Carlsbad and functions as a residential collector. Because of the street width and the number of dwelling units fronting the street, it does not qualify as a Residence District according to criteria in the California Vehicle Code and does not have a prima facie 25 mile per hour speed limit. A speed limit must be established on the basis of the results of an Engineering and Traffic Survey. Gabbiano Lane is a two-lane road that follows a relatively straight alignment from Batiquitos Drive to its southerly terminus, a distance of 0.32 miles. The road is fully improved with curb and gutter, sidewalks, and street lights. Beginning at Batiquitos Drive, Gabbiano Lane has a 56-foot width with traffic lanes separated by a raised median. At Merlo Court the road narrows to 40 feet. Daily traffic volumes on Gabbiano Lane are 700 vehicles per day and no collisions have been reported on this street for more than two years. Gabbiano Lane terminates at the Batiquitos Lagoon where six parking spaces are provided at the bulb of the cul-de-sac for visitors to the lagoon. Sections 22357 and 22358 of the California Vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting on November 5, 2001, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon Gabbiano Lane. The Commission recommended by a 3-O vote to establish a 30 mile per hour prima facie speed limit upon Gabbiano Lane from Batiquitos Drive to its terminus. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. FISCAL IMPACT: Installing two speed limit signs upon Gabbiano Lane will cost about $250. EXHIBITS: 1. Location Map. 2. NS-614 AN ORMNANCE OF THE CtTY COUNCtL OF THE CtTY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44i OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.670 TO ESTABLISH A PRIMA FACIE 30 MILE PER HOUR SPEED LIMIT UPON GABBIANO LANE FROM BATIQUITOS DRIVE TO ITS TERMINUS. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended by the addition of Section 10.44.670 to read as follows: “10.44.670 Gabbiano Lane: Upon Gabbiano Lane from Batiquitos Drive to its terminus, the prima facie speed limit shall be thirty miles per hour.” EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen - (15) days after its adoption. INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the 11th day of DECEMBER ,2001, and thereafter, PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the day of , 2001 by the following vote, to wit: AYES: II NOES: ABSENT: II CLAUDE A.
