CITY OF CARLSBAD - AGENDA BILL AB# /6j L/ 79 TITLE: AUTHORIZATION TO ADVERTISE FOR BIDS TO PROVIDE MTG. 12/l 8101 POOL IMPROVEMENTS AT THE CARLSBAD SWIM COMPLEX CITY ATTY CONTRACT NO. FAC02-12 DEPT. PW/GS CITY MGR%@ RECOMMENDED ACTION: Adopt Resolution No. &% 1 c 3 7a approving contract documents, special provisions and specifications, and authorizing the City Clerk to advertise for bids to provide pool improvements at the Carlsbad Swim Complex - Contract No. FACOF12. ITEM EXPLANATION: The pool at the Swim Complex is over 20 years old. The plaster pool shell was replaced in 1991 with fiberglass. Unfortunately, there have been ongoing problems with the fiberglass. Repairs to the pool shell are needed to ensure the safety of swimmers and prevent structural damage. Specifically, the repairs include removing the existing fiberglass and plaster and replacing it with a new plaster finish, removing and replacing ceramic tiles and floor inlets as well as rust repairs. It is estimated that the cost to perform these services is $100,000. Contract documents and plans are on file in the Public Works/General Services office. The Recreation Department has met with school district officials and community groups to schedule the best time to close the pool. It was agreed by everyone that the pool would be closed in mid- February to perform these improvements. It is anticipated that the pool will re-open to the public before April 2002. ENVIRONMENTAL REVIEW: This project has been determined to be exempt from environmental review per CEQA - Class 1 (c), Minor alteration of existing facility. FISCAL IMPACT: Recreation staff received estimates for the project two years ago for $50,000. The architect’s current estimated cost for this project is $100,000. $65,000 is available in the Recreation-Aquatics Capital Outlay budget for this project. $50,000 in additional funds is requested from the City Council’s Contingency Account. I 6 7 8 9 IO 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 EXHIBIT 1 RESOLUTION NO. 2001-372 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING CONTRACT DOCUMENTS, SPECIAL PROVISIONS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS TO PROVIDE POOL IMPROVEMENTS AT THE CARLSBAD SWIM COMPLEX - CONTRACT NO. FAC02-12 WHEREAS, the contract documents, special provisions and specifications for the furnishing of all labor, material and equipment necessary to provide pool improvements at the Carlsbad Swim Complex, Contract No. FAC02-12 have been prepared and are on file in the Public Works/General Services office and are incorporated by reference herein; and WHEREAS, the architect estimates the cost for this project is $100,000; and WHEREAS, additional funding needs to be appropriated in the Recreation-Aquatic Capital Outlay Budget. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. The contract documents, special provisions and specifications as referenced hereto are hereby approved. 3. That $50,000 be allocated from the City Council Contingency Account to the Recreation-Aquatic Capital Outlay Budget.
