PCH RECOMMENDED ACTION: Staff recommends Council adopt Resolution No 200 a l OO &J- , approving the purchase of seven police patrol sedans from Ken Grody Ford. ITEM EXPLANATION: Funds are appropriated in the 2001-2002 fiscal year budget to purchase of seven police patrol vehicles. These units will replace vehicles currently in the fleet that have exceeded the age and mileage requirements of the City’s vehicle replacement program. Section 3.28.160 of Carlsbad Municipal Code allows the Purchasing Officer to purchase equipment through cooperative purchasing programs with the other public agencies when the agency has made their purchase in a competitive manner. In September 2001 the City of Oceanside received bids for eleven police patrol sedans. The lowest responsive bid of $20,978.00 per vehicle was submitted by Ken Grody Ford. This bid included a public agency clause, allowing other governmental agencies to purchase like units under a Cooperative Purchase Arrangement. Staff recommends ordering the vehicles with additional options not included on the Oceanside cars. We include a power driver seat, as we have in the past, along with adjustable pedals to enhance driver comfort. A new and significant change is the addition of the Ford factory police prep package. This package includes front and rear strobes in the turn signal assembly, power packs to operate the strobes and the wig wag headlight flasher, plus all the wiring for the light bar, radio, siren, and other code equipment. These features have previously been supplied, after purchase, by our contracted vehicle outfitter. Adding the factory package will speed up the process of putting the cars into service and has the added benefit of being covered under the Ford factory warranty. The cost of the prep package will be recouped by eliminating the need for our contracted outfitter to supply these items. Additional code equipment, such as the light bars, radios, siren controls, consoles, prisoner seats and barrier cages, will be removed from the out of service vehicles and transferred to the new units Our price per vehicle with the additional options is $22,731 .OO plus tax. FISCAL IMPACT: Unencumbered funds are available in the Vehicle Replacement Capital Outlay Account for this purchase. EXHIBITS: I. Resolution No. dooc? -00 d- RESOLUTION NO. 2002-002 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE OF SEVEN POLICE PATROL VEHICLES 4 WHEREAS, the City of Carlsbad wishes to purchase seven patrol vehicles, and; 5 WHEREAS, Section 3.28.160 of the Carlsbad Municipal Code provides that the City may participate 6 in cooperative purchasing programs with other public agencies, and; 7 WHEREAS, the City of Oceanside received bids to purchase patrol vehicles which included a public 8 agency clause, and; 9 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 10 11 1.
