RECOMMENDED ACTION:
Adopt Resolution No. do0 2 - 00 6, approving the purchase of ballistic body armor from
Aardvark Tactical Inc.
ITEM EXPLANATION:
The Police Department maintains a group of specially trained and equipped officers and
paramedics who comprise the Tactical Response Team (TRT). The TRT is responsible for
the service of high-risk warrants, containment of armed and dangerous subjects, and other
deployments which require specialized training and equipment.
This special equipment includes ballistic body armor, which differs significantly from
standard concealable soft body armor worn daily by patrol officers. The ballistic body armor
is worn on the outside of the uniform. It is significantly heavier than the concealable soft
body armor and provides a substantially higher level of protection to the wearer by
protecting the neck, groin, and upper arms. This armor also serves to carry equipment in its
load-bearing accessory pouches, such as spare ammunition magazines, diversionary
devices, bolt cutters, radio gear, hydration systems and handcuffs. Based upon the two
different missions of patrol vs. tactical deployment, this armor is a vital piece of equipment
for the safety of the TRT personnel. Police Department staff researched several
manufacturers of body armor and selected the Safariland Cover 6 Plus equipment.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was published
and Requests for Bid were sent to five vendors. Three bids were opened on December 19,
2001. This purchase will consist twenty one sets of armor for police personnel and two sets for
paramedics. The bid results for purchasing twenty three sets of armor are listed below:

The lowest, responsible bidder submitting a responsive bid is Aardvark Tactical Inc.
FISCAL IMPACT:
Sufficient funds are available in the Police Department Safety Equipment fund for this
purchase.

RESOLUTION NO. 2002-006
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
WHEREAS, the City wishes to purchase ballistic body armor for the Tactical Response
Team; and
WHEREAS, Section 328.120 of the Carlsbad Municipal Code provides that materials and
services costing over thirty thousand dolla& must be obtained through formal bidding
procedures; and
WHEREAS, bid proposals were submitted by three vendors and were judged against known
criteria;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows
1. That the above recitations are true and correct.
2. That the Purchasing Officer is hereby authorized and directed to issue a purchase
order in the amount of $36,112.35 including tax for the purchase ballistic body armor from
Aardvark Tactical inc.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
City of Carlsbad held on the 8th day of JANUARY , 2002, by the following vote,
to wit:
