RECOMMENDED ACTION:
If the City Council concurs, its action is to introduce Ordinance No. r\l s- 6 j 5
adjusting Council compensation, operative after the November 2002 election.
ITEM EXPLANATION:
State law provides that compensation of City Council members may be increased by
ordinance in an amount not to exceed five percent for each calendar year from the
operative date of the last salary adjustment. The operative date of the last City Council
compensation adjustment was following the general election of November 2000. The
adjustment in Council salaries becomes effective after the November 2002 election in
which one or more members of the City Council become eligible for a new term of office.
The proposed ordinance would adjust the current compensation from $992 per month to
$1,094 per month.
FISCAL IMPACT:
Increase in Council salaries as explained above. The increase would be effective with the
first pay period after the November 2002 election at which one or more members of the
City Council become eligible to be seated.

AN ORDINANCE O-F THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA AMENDING TITLE 2,
CHAPTER 2.04 OF THE CARLSBAD MUNICIPAL CODE
BY THE AMENDMENT OF SECTION 2.04.010 TO.
INCREASE THE COMPENSATION OF THE MAYOR AND
MEMBERS OF THE CITY COUNCIL
The City Council of the City of Carlsbad, California does ordain as follows:
SECTION I: That section 2.04.010 of the Carlsbad Municipal Code is
amended to read as follows:
“2.04.010 Compensation.
(1) Each member of the City Council shall receive as salary the sum of
six hundred dollars ($600) per month as authorized by Section 36516 of the
Government Code, for cities over seventy five thousand and up to and including one
hundred fifty thousand in population plus the sum of four hundred ninety four dollars
($494) per month, which represents the total of increases of five percent (5%) per year
for each calendar year from the operative date of the last adjustment of salary, for a
total of one thousand ninety four dollars ($1,094) per month payable at the same time
and in the same manner as salaries are paid to other officers and employees of the
City.
(2) The salaries established by this section are exclusive of any amounts
payable to each member of the City Council as reimbursement for actual and necessary
expenses incurred in the performance of official duties for the City.
(3) This section shall become operative only on and after the date upon
which one or more members of the City Council become eligible pursuant to Section
36516.5 of the Government Code for a salary increase by virtue of beginning a new
term of office following adoption of this section.”
EFFECTIVE DATE: This ordinance shall be effective thirty days after its
adoption, and the City Clerk shall certify the adoption of this ordinance and cause it to
be published at least once in a newspaper of general circulation in the City of Carlsbad
within fifteen days after its adoption.
