ENG FIRE STATION 5 STORAGE FACILITY AND SKATE PARK RESTROOMS; PROJECT NOS. 3572/3688/3655 RECOMMENDED ACTION: CITY ATTY.&,& Adopt Resolution No. 2002 - 01 q approving plans and specifications and authorization to advertise for bids for the construction of the Public Works Center and Fire Station 5 Storage Facility and Skate Park Restrooms, Project numbers 3572/3688/3655. ITEM EXPLANATION: The new Public Works Center will consolidate all Public Works MSA Departments into one location at the existing Safety Center Campus except for the Engineering Development Services Division which will remain at the Faraday Building where it will continue to support one stop development permitting services. The consolidation includes all staff and equipment from the Oak Avenue yard, the Parks yard on Pio Pica Drive, the Public Works Maintenance & Operations facility (CMWD) on Orion Street, and all of Engineering Services staff currently on the second floor of the Faraday building. The project includes a new 68,000 square foot administration and shops building, a 17,000 square foot Citywide warehouse, conversion of the existing ball field to public and employee parking, and other related improvements. Subsequent to the completion of the design of the Public Works Center, the Council has acquired the “Farmer’s Building” as a potential City Hall complex. This acquisition raises the question of how this impacts the need or size of the Public Works Center. The Public Works Center is ninety percent (90%) dedicated to the consolidation of field operations. This involves primarily shop facilities, heavy equipment parking and servicing, and supervision staff for the field crews. Approximately 6,000 - 8,000 square feet of the second floor of the building is occupied by Public Works Administration, and the Engineering Services currently housed at the Faraday Building. Consolidation of field operations at the “Farmer’s Building” raises serious land use compatibility and operation incompatibility issues. If one could make a compelling argument, the Engineering Services have a stronger relationship with the new City Hall. The savings that could be affected at the new building are not consequential. The building footprint is driven by shop space needs. A reduction in second floor space would be impractical and any costs savings would likely be lost in the costs of the redesigning the building. Significant efficiencies are achieved from consolidating the field operations and funds are available to proceed. Continuing with the Public Works Center would compliment the proposed City Hall site and effects the consolidation of services that have been contemplated over the last fifteen years. Construction of the Interim Zone 5 Park will be completed and open to the public prior to removal of the existing Safety Center ball field. The Public Works Center project will include the 2,400 square foot Fire Station 5 storage facility and skate park restrooms. This work was included in the much larger Public Works Center project to take advantage of economies of scale that a larger project provides. Work should commence in March 2002, with project completion in late summer of 2003. Page2ofABNo. lbrsoLG FISCAL IMPACT: The sources of funding for the Public Works Center and Interim Zone 5 Park are: Community Facilities District #I $10,493,000 Water Replacement Fund $4,600,000 Sewer Reulacement Fund $2.200.000 1 Total I $17,293,000 The estimated costs to complete the Public Works Center and Interim Zone 5 Park are: Design Construction Management, Inspection, Testing, etc. Construction Cost Estimate Construction Contingency Total Project Cost Existing Appropriations Additional Appropriations $ 1,056,480 $ 680,000 $ 15,556,520 $ $17,293,0Oi $ 17,293,ooo $ 0 Based on the above estimate there are sufficient funds available in the project account to complete the Public Works Center and Interim Zone 5 Park projects. A construction contingency has not been included in the cost estimate for the Public Works Center due to budgetary constraints. However, the project bid proposal includes deductive alternates that may be used to develop construction contingency by deferring or eliminating certain items of work from the contract. These deductive alternates include such things as additional Safety Center employee parking, additional conference center parking, additional skate park parking, warehouse vehicle canopy, warehouse lifts, shop canopy, certain shop equipment, administration/shop building architectural pilasters, second floor Herculite office walls, and audio visual equipment. If the construction bid comes in low, which is likely in today’s economy, use of deductive alternates may not be necessary. The estimated costs to complete the Fire Station 5 Storage Facility and Skate Park Restrooms are: Design Construction Cost Estimate Construction Contingency Construction Management, Inspection, Testing, etc. Total Project Cost Existing Appropriations Additional ADorooriations I $ 13,100 $ 154.800 $ 23,220 $ 25,480 $213,500 $216,600 $ 0 Based on the estimate above, there are sufficient General Capital Construction funds available in the project accounts to complete the Fire Station 5 Storage Facility and Skate Park Restroom project. The Fire Station 5 Storage Facility and Skate Park Restroom is also a deductive alternate. If the amount bid for this facility exceeds the budgeted amount above, the mezzanine within the structure may be deleted from the scope of work. Additionally, the entire facility may be deleted from the project should the bid amount exceed the budgeted amount less the cost of the mezzanine. Page 3 of AB No. 1 b ! 505 ENVIRONMENTAL IMPACTS: On May 2, 2001, the Carlsbad Planning Commission adopted resolutions Nos. 4973 and 4974 approving the Mitigated Negative Declaration and Conditional Use Permit (CUP) 01-02, respectively, for the Public Works Center project. Completion of the new Interim Zone 5 Park ball field at Faraday Avenue and Camino Hills Drive is the significant mitigation required and will occur prior to removal of the existing Safety Center ball field. On May 15, 2000, the Carlsbad Planning Commission adopted Resolution No. 4806 approving Conditional Use Permit CUP 88-06 (A) for the Fire Station No. 5 Storage/Skate Park Restroom project. The project was exempt from CEQA based on the provisions of Section 15303, which exempts small structures from environmental review. EXHIBITS: 1. Location Maps. 2. RESOLUTION NO. 2002-014 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE PUBLIC WORKS CENTER AND FIRE STATION 5 STORAGE FACILITY AND SKATE PARK RESTROOMS; PROJECT NOS. 3572/3688/3655 WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary and in the public interest to approve plans and specifications, and authorize publishing an advertisement for bids for the Public Works Center and Fire Station 5 Storage Facility and Skate Park Restrooms, Project Nos. 3572/3688/3655 ; and WHEREAS, there are sufficient funds available in the project accounts for construction of these projects ; and WHEREAS, plans and specifications for the Public Works Center and Fire Station 5 Storage Facility and Skate Park Restrooms, Project Nos. 3572/3688/3655 have been prepared, are incorporated herein by reference, and are available for review in the Engineering Department. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2.
